CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:01 p.m.
ROLL CALL
Action: Called roll with 12 neighborhoods represented and 3 neighborhoods absent.
Two neighborhoods arrived late: Fisherman Flats arrived at approximately 6:36 pm, and
Skyline arrived at approximately 6:50 pm.
PUBLIC COMMENTS
Public comment on non-agendized matters was received from Mayor Roberson who discussed
the inception of NCIP, the effects of the pandemic and the effects of drought, wildfires and sea-
level rise and how the NCIP can help.

APPROVAL OF MINUTES
1. January 13, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General
Rule Article 5, Section 15061)
Action: Approved
Committee Member Ruccello introduced a motion to approve the January 13, 2022
minutes as submitted. The motion was seconded by Committee Member Whipple.
The motion carried by the following vote:

2. Receive Report from the Chair and Vice-Chair on the Feb 2, 2022 meeting with the Mayor, City
Manager, City Attorney and Public Works Director (Not a Project Under CEQA per Article 20,
Section 15378 and Under General Rule Article 5, Section 15061)
Action: Received report from NCIP Chair, Heuer.
City Attorney Christine Davi explained the NCIP process and budget effects of COVID across
the City.
Public works Director Steve Wittry discussed the NCIP process and City staffing issues.
Public Comment was received from John Sovereign, who requested the City reach out to
defunded project submitters to inform them of what has happened. Public Works Director Steve
Wittry said letters would be sent to the submitters and information added to the website; Robert
Yoha asked for clarification of the agenda item and the process.
3. Adopt NCIP Committee Deadline and Meeting Schedule for Development of the 2022/23

Action: Adopted
Committee Member Tipton introduced a motion to adopt the NCIP Committee Deadline
and Meeting Schedule for Development of the 2022/23 Neighborhood and Community
Improvement Program as submitted. The motion was seconded by Committee Member
Fields.

Committee member Fields welcomed her new NCIP Alternate for Del Monte Beach, Harry
Nagel.
Committee member Jean Rasch discussed technical problems with the meeting.
Committee member Adam asked about in-person meetings.
Committee member Rowley discussed goats for fuel reduction in Fisherman Flats.
Committee member Whipple said he looks forward to in-person meetings.
NEXT MEETING
March 17, 2022 – Preliminary screening of all NCIP project submittals.

COMMITTEE MEMBERS may ask a question for clarification, make a brief
announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
direct staff to place a request to agendize a matter of business on a future agenda. (G.C.
