Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. NCIP Committee Follow-up Discussion and Public Input of Proposed Projects: Oak Grove – Villa Del Monte and Community-Wide (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Discussed. Committee Member Tipton said CW-24 is listed incorrectly as Del Monte Beach, and is Monterey Beach. Committee Member Duke said CW-32 says “pool desk” in the description. Staff Coordinator Harty said it should be “pool deck.” Public comment was received from: Lee Shahinian said they wanted to correct the OG-1 project title, and that it was Park Avenue, not Park Lane and spoke in support of the project; Ellen McEwen, Vice Chair of the Park and Recreation Commission provided project priorities from the Parks and Recreation Commission; Blake Matheson spoke in support of CW-42; Mike Dawson spoke in support of CW-41; Dr. Bette Nee-Williams, Executive Director of MS Monterey, spoke in support of CW-13; Alex Girard, manufacturer of Access Rec products, spoke in support of CW-13; John Sovereign spoke in support of CW-15; Jason Wachs spoke in support of his submitted project CW-51; Patrick McNeill spoke in support of CW-70; Sherna Stewart spoke in support of CW-2; Mike Sovereign of the Museums and Cultural Arts Commission spoke in support of CW-45. 5. Committee Chair Heuer discussed the Public Works Director leaving, group business in the City, and the City budget deficit. Committee Members Harrison, Heuer, Duke and Rowley discussed NCIP funding and City Council. Committee Members Jennings and Heuer discussed the NCIP voting process. Committee Member Rowley discussed van tours. He also discussed goats being used for fuel reduction projects. Committee Members Whipple discussed van tours.
