This meeting was held with a combination of in-person and teleconference attendance, pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and Resolution No.
22-026 C.S.
CALL TO ORDER
Chair Bluth called the meeting to order at 4:00 p.m. Recording Secretary Barrera
provided information to the public about how to participate by calling in to give public
comment on the live web meeting.

Action: Approved as submitted.
On a motion by Committee Member Schmidt, seconded by Vice Chair Hunter, and
carried by the following vote, the Architectural Review Committee approved the May 18,
2022 minutes as submitted:

New Doors, New Roof Deck above Addition with Access Stair at an Existing One-
Story Single-Family Dwelling; Applicant Anna Bornstein, Lewis Builders; Owners
Stephanie Anastasia and Rushia Turner; R-1-5 Zoning District; Low Density
Residential General Plan
ACTION: Approved Architectural Review Permit ARP-22-0031 for Preliminary and
Final Architectural Review of Exterior Alterations, including a New
Garage Door and Roofline, Replacement Windows, 205 Square Foot
Addition with New Doors, New Roof Deck above Addition with Access
Stair at an Existing One-Story Single-Family Dwelling at 700 Lobos
Street.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered
Committee Members’ questions.
Committee Member Pauly and Committee Member Ostovar asked clarifying questions
about height limit and elevation of the railing. Mr. Schmidt answered the height is below
the limit and explained the railing elevation.
Applicant
Rushia Turner, applicant, described the scope and goal of the project. Ms. Turner
expressed the desire to work with their neighbor and willingness to implement
landscaping options to preserve their neighbor’s privacy.
Committee Member Ostovar asked if alternative landscaping options have been
identified. Ms. Turner explained they optioned for quick growing plants but are open to
other ideas.
Public Comments
Stephanie Chastain, neighbor of applicant, expressed concerns over lack of privacy,
blocked sunlight, and choice of landscaping plants.
Ms. Turner clarified landscaping materials have not been purchased.
Committee Member Comments
Committee Member Pauly asserted the landscaping should be worked out among
neighbors and spoke disapprovingly of the deck design but in favor of the project.
Committee Member Ostovar agreed and suggested a combination of vines and solid
plants for privacy.
Committee Member Ostovar questioned if the motion needs to include that the neighbors
will work together on coordinating planting. Mr. Schmidt stated the draft resolution
includes a condition requiring a minimum of two screening landscape plantings but is not
specific. Mr. Schmidt deferred to the Architectural Review Committee (ARC) for a motion.

architectural review of exterior alterations, including a new garage door and roofline,
replacement windows, 205 square foot addition with new doors, new roof deck above addition
with access stair at an existing one-story single-family dwelling at 700 Lobos Street:

District (CEQA Initial Study with Mitigated Negative Declaration Previously
Circulated and Certified)
ACTION: Approved 457 Wave Street (APN 001026003000); Permit Amendment
Application PA-22-0077 to Amend Architectural Review Permit 16-443
for Preliminary and Final Architectural Review of Third-Story Floor Area
Additions and Other Exterior Alterations to Two Three-Story Residential
Condominium Buildings at 457 Wave Street.
Staff Presentation/Committee Member Questions
Principal Planner Roveri presented the Agenda Report and answered Committee
Members’ questions.
Vice-Chair Hunter asked for clarification on prior conditions of approval. Ms. Roveri
repeated conditions.
Committee Member Pauly questioned if the project had been red tagged. Ms. Roveri
answered no and referred to applicant’s architect for explanation.
Applicant
Paul Davis, architect, explained the applicant mistakenly moved forward with the project
before the required recording of the parking agreement was submitted. Mr. Davis said
the applicant has resubmitted for approval of the completed construction plus the grille
and glass block.

Committee Member Pauly stated the project is straight forward. Chair Bluth agreed.

Application PA-22-0077 to amend Architectural Review Permit 16-443 for preliminary and final
architectural review of third-story floor area additions and other exterior alterations to two three-
story residential condominium buildings at 457 Wave Street:

consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Committee Member may request that an item
recommended for approval on consent be heard on the regular agenda for further

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Architectural Review
Committee and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Committee may do so during Public Comments or by
addressing a letter of explanation to the Committee, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

5. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the
Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no
later than 11:00 p.m. Any public agenda items that have not been completed within the
designated adjournment time may be formally extended by the Committee, or continued
to the next regularly scheduled Architectural Review Committee Meeting, or continued to
a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
