This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:02 p.m.
Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually
via Zoom teleconference.

Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent
(Aguajito Oaks, Skyline).
One neighborhood arrived late: Skyline arrived at approximately 6:13 pm.

Action: Approved as submitted.
Committee Member Whipple introduced a motion to approve the June 2, 2022 minutes as
submitted. The motion was seconded by Committee Member Rasch.
The motion carried by the following vote:

NCIP INFORMATIONAL REPORTS
3. NCIP Spokesperson Reports
Action: Received report from NCIP Chair/Spokesperson Heuer concerning City budget in
regards to the NCIP program.
PUBLIC APPEARANCE
4. Voting Process (Project Ranking) for FY 2022-23 Neighborhood and Community Improvement
Program (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule
Article 5, Section 15061)
Action: Took public comment on the item and held project ranking voting process.
Public Works Director Wittry, Staff Coordinator Harty, and NCIP Committee Chair Heuer
explained the voting process.
Public comment was received from: Councilmember Ed Smith spoke regarding CW-32 and
public fundraising for the project; DeAnn Brady, Co-President of the Cannery Row Business
Association, spoke in support of NM-35, NM-18 and CW-9; Tammy Jennings spoke in support
of CW-13; Guy L. spoke in support of CW-32A; Esther Malkin, President of Del Monte Grove-
Laguna Grande Neighborhood Association, provided her neighborhood’s priorities and spoke in
support of DMG-7 and DMG-3; Kristin Ensign, with Judah White at the podium with her, spoke
in support of NM-22; Kala Fossum, President of Villa Del Monte Neighborhood Association,
spoke in support of VDM-8; Dr. Joseph Chudy, retired family physician, spoke in support of
CW-32A and discussed the Sports Center and pool safety for children and adults; Jason Wachs
spoke in support of his submitted project CW-51; Cyd Crampton, Parks and Recreation
Commission Member, spoke in support of CW-32A and CW-32B.
Committee Chair Heuer and Committee Members Ruccello, Fields, Hanson, Tipton, Rowley,
Rasch, Whipple, Adam, Harrison, Duke, and Peterson provided their project priorities.
Engineering Technician Cody Hennings provided a preliminary top 10 of ranked projects. From
one to ten: CW-13, DMB-1, CW-41, DMG-3, CW-17, AM-11, SK-3, DT-25, CW-32A, DMG-7.
COMMITTEE MEMBER COMMENTS
Committee Member Harrison said Staff Coordinator Harty’s voice was soothing and mellow.
Committee Member Whitney thanked Staff, saying she appreciated and was grateful for all of
their hard work during this difficult time.
Committee Member Ruccello thanked Staff Coordinator Harty for running an organized meeting
and thanked Committee Chair Heuer for his leadership.
Committee Member Tipton thanked Staff Coordinator Harty and Committee Chair Heuer and
said it was the best voting meeting he has attended. He discussed the recent City Council
meeting and comments made by Council Members.

Committee Minutes
Committee Member Rasch thanked Staff Coordinator Harty for the calm and serene meeting
and thanked Committee Chair Heuer for his leadership.
Committee Member Hanson said this was his first time through and thanked Staff Coordinator
Harty, Staff, and Committee Chair Heuer for making It seamless and easy to understand.
Committee Member Rowley thanked Staff Coordinator Harty and Committee Chair Heuer for a
smooth meeting.
Committee Member Peterson said he wanted to rate Staff and his fellow Committee Members
at a 10 and said job done well.
Committee Member Adam said it was her first time voting with the flip cards and that it is much
better and thanked everyone.
Committee Member Whipple said two weeks ago it was not clear to him how this would come
together, but it worked out and people voted with purpose and he appreciated it and NCIP did
their job.
Committee Member Fields discussed preparation for the future.
Committee Member Duke thanked Committee Chair Heuer and Staff Coordinator Harty and
Staff for their support.
Committee Chair Heuer said he did not sign up to be Chair forever and asked someone else to
think about holding the position. He discussed how the flip cards were working well. He
discussed City Council and the creation of NCIP.

member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
