This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m.
Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually
via Zoom teleconference.
ROLL CALL
Action: Called roll with 14 neighborhoods represented and 1 neighborhood absent
(Aguajito Oaks). Three neighborhoods arrived late: Deer Flats arrived at approximately

6:10 pm, New Monterey arrived at approximately 6:03 pm and Skyline at approximately
6:08 pm.

APPROVAL OF MINUTES
1. January 12, 2023 (Not a Project Under CEQA per Article 20, Section 15378 and Under General

Action: Approved as submitted.
Committee Member Rowley introduced a motion to approve the January 12, 2023
minutes as submitted. The motion was seconded by Committee Member Tipton.
The motion carried by the following vote:

Action: NCIP Staff Coordinator Harty Introduced Chinyere Ogbonna as the
Representative for New Monterey.
3. Governor’s COVID-19 emergency declaration ending March 1, 2023. (Not a Project Under
CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061)
Action: NCIP Staff Coordinator Harty discussed the end of the COVID-19 emergency
declaration and how it may impact remote participation.
4. Cut-off projects discussed (Not a Project Under CEQA per Article 20, Section 15378 and Under
General Rule Article 5, Section 15061)
Action: NCIP Staff Coordinator Harty discussed available funding for two cut-off
projects. Casanova Avenue Sidewalk Project and Via Paraiso Striping Project.

Action: NCIP Staff Coordinator Harty introduced Reginald Paulding.

Action: NCIP Chair/Spokesperson Heuer attended the Parks and Recreation Commission
meeting and reviewed projects with the Commission

7. Screen Preliminary Project Nominations for the NCIP Fiscal Year 2022/23 Program (Not a
project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Reviewed preliminary project submittals to determine project eligibility.
Project COK-02 was noted by Committee Member Rucello as duplicate and was removed.
Project DMB-08 was noted by Committee Member Fields as duplicate and was removed.
Project DMB-10 was noted by Committee Member Fields as duplicate and was removed.
Project DMB-04 was noted by Committee Member Fields as invalid and was removed.
Project DMG-03 was noted as a cut-off project from 2022 being proposed for funding this year
and was removed.

COMMITTEE MEMBER COMMENTS
Committee Member Tipton commented on Citywide projects versus Neighborhood.
Committee Member Peterson commented on the firewood on Skyline Drive and wanted to find
out if can be picked up by the public.
Committee Member Whitney commented on the font of the agenda reports and requested
larger font be used.
Committee Member Rowley commented on the Highway 68 boundaries and the housing
developments.

Committee Minutes
Chair/Spokesperson Heuer commented on his support of keeping Citywide projects as part of
the neighborhood groups.

COMMITTEE MEMBERS may ask a question for clarification, make a brief
announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
direct staff to place a request to agendize a matter of business on a future agenda. (G.C.
