This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Chair Heuer called the meeting to order at 6:02 p.m.
NCIP Engineering Project Manager Reginald Paulding explained to the public how to participate
in the meeting virtually via Zoom teleconference.
ROLL CALL
Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent
(Aquajito Oaks and Skyline).

Public Comment was received by DeAnn Brady and Wendy Brickman.
INFORMATIONAL REPORTS & STAFF COMMENTS
NCIP Engineering Project Manager Reginald Paulding updated the committee on the progress
of funded projects and let the committee know that conflict maps were in progress.

2. NCIP Committee Second Review of Proposed Projects: Aguajito Oaks – Monterey Vista (Not a
Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section
15061)
NCIP Engineering Project Manager Paulding reviewed proposed projects for Aguajito Oaks –
Monterey Vista, receiving public and committee comments after reviewing each neighborhood.
There were no projects nominated in Aguajito Oaks.
Alta Mesa Public and Committee Comments:
Committee Chair Heuer commented that his priorities were MN-06 then AM-01.
Casanova Oak Knoll Public and Committee Comments:
Public comment was received by Wendy Brickman in support of COK-01 and COK-05. Public
comment was received by Kelly Viollini in support of COK-01 and COK-05. Public comment
was received by Deborah requesting clarification on COK-01.
Committee Member Ruccello commented that his neighborhood priorities were MN-01 and
COK-03.
Deer Flats Public and Committee Comments:
Committee Member Overton prioritized DF-02 and DF-03.
Del Monte Beach Public and Committee Comments:
Public comment was received by Deborah in support of DMB-06.
Committee Member Fields prioritized DMB-09 and DMB-03.
Del Monte Grove-Laguna Grande Public and Committee Comment:
Staff noted that DMG-03 was funded in the last meeting on 04/20/23 and can be removed.
Public comment was received by Rene Urban in support of DMG-01 and DMG-05. Public
comment was received by Ann Pagan in support of DMG-02. Public comment was received by
Esther Malkin in support of DMG-04, DMG-01, and DMG-05. Public comment was received by
Committee Member Joseph Hill in support of DMG-04 and DMG-05.
Committee Member Hanson prioritized DMG-04, DMG-01, and DMG-05.
Downtown Public and Committee Comments:
Public comment was received by Ellen McEwen in support of DT-12, DT-13, and DT-15. Public
comment was received by Rick Riedell in support of DT-18. Public comment was received by
Donna Gibson from the park and recreation commission adding their priorities in support of DT-
11 (#2), DT-16 (#4), DT-12 (#5), and DT-14 (#6).
Committee Member Tipton prioritized DT-09. Committee member Ruccello commented in
support of DT-14. Committee Member Whitney commented in support of DT-11.
Fishermen’s Flats Public and Committee Comments:
Committee Member Maxner listed the neighborhood priorities as FF-03, FF-04, FF-01, and FF-
02. Parks staff commented that they would commit to putting a tree in Fishermen’s Flat Park,
therefore FF-04 can be removed from the nomination list.
There were no projects nominated in Glenwood.
Monterey Vista Public and Committee Comments:
Public comment was received by Hans Jannasch in support of MN-06, MV-08 and SK-06.
Public comment was received by Donna Gibson in support of MV-07.
Committee Member Rasch commented that MV-10 and MV-13 have had studies included in the
scope.
COMMITTEE MEMBER COMMENTS
Committee Members Heuer, Ruccello, Tipton, Harrison, Fields, and Rasch would like cost
estimates as opposed to the dollar sign estimates provided.
