Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:02 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. ROLL CALL  Neighborhood and Community Improvement Program 4/20/2023 6:00:00 PM Committee Minutes Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent (Aguajito Oaks and Alta Mesa). PUBLIC COMMENTS Public comment was received by Wendy Brickman, Therese Pipes, Michael Lang, and Tom Reeves. INFORMATIONAL REPORTS & STAFF COMMENTS Staff Coordinator Harty commented that conflict maps were in the process of being prepared. NCIP INFORMATIONAL REPORTS 1. NCIP Spokesperson Reports None. NCIP Committee First Review of Proposed Projects: New Monterey – Villa Del Monte and Multi- Neighborhood (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Staff Coordinator Harty reviewed proposed projects for New Monterey – Villa Del Monte and Multi-Neighborhood, receiving public and committee comments after reviewing each neighborhood. New Monterey Public and Committee Comments: Public comment was received by Donna Gibson in support of NM-13. Public comment was received by Tom Reeves in support of NM-12, NM-13, and NM-01. Committee Vice Chair Rasch commented in support of NM-13. Committee Member Ogbonna clarified that NM-06 focused on transitioning the center to an arts center and NM-19 focused on upgrades to the building which was more important to the neighborhood association than changing the function of the center. Committee Member Ogbonna commented that NM-25 looked to be completed and that she would contact the project submitter to pull the project. Oak Grove did not have any projects nominated. Old Town Public and Committee Comments: Committee Member Harrison commented that the neighborhood was not in support of OT-01 and OT-02 but that they were in support of OT-03 and OT-05. Ryan Ranch Public and Committee Comments: Public comment was received by John Sovereign and Tom Reeves on Ryan Ranch not being a neighborhood. Committee Member Fields would like further discussion on RR-02 and the extension of the project nomination. Committee Member Rowley would like to see RR-02 phased out. Skyline Public and Committee Comments: Public comment was received by Committee Member Jannasch in support of SK-05, SK-06, and SK-08. Committee Member Duke commented in support of SK-03. Villa Del Monte Public and Committee Comments: Public comment was received by Robert Yoha in support of VDM-03. Committee Members Peterson clarified VDM-05 is for the dg section where the benches are located. Peterson also clarified VDM-06 will depend on what kind of battery or solar power the city finds is best fit and whether the neighbors are in support. VDM-08 will also need neighborhood support. Multi-Neighborhood Public and Committee Comments: Public comment was received by Wendy Brickman in support of MN-01. Public comment was received by Robert Yoha in support of MN-01. Public comment was received in support of MN- 01, MN-10, and MN-11 by an unnamed caller. Public comment was received by Tom Reeves in support of MN-09. Committee Member Duke questioned whether MN-04 could be done using storm funding. Committee Member Ruccello commented in support of MN-01 and emphasized the importance of safety for cyclists. Ruccello commented in support of MN-06 but would like trees to be replanted. Committee Member Tipton commented in support of MN-04 and would like to look into federal funding. Committee Member Fields would like clarity on what is allowed for MN-16. COMMITTEE MEMBER COMMENTS Committee Member Duke commented asking that the funded project process be more efficient. Committee Member Rasch commented asking the committee to start working on their priority list. Committee Member Ruccello commented that the oak tree study was completed and reviewed the findings noting that there was no specific cause for the oak tree deaths.
