2. Review Park and Recreation Related Proposed Neighborhood Improvement
Program (NIP) Projects for Fiscal Year 2018-2019 for Conformity to the Parks and
Recreation Master Plan and Provide Direction to Staff to Advise City Council
(Please see agenda report for project specific Environmental Review)

Action: The Parks and Recreation Commission reviewed and approved the Park and
Recreation Related Proposed Neighborhood Improvement Program (NIP) Projects for
Fiscal Year 2018-2019 for Conformity to the Parks and Recreation Master Plan with the
priorities being the Beach Way Toilets, Monterey Sports Center Projects, and Montecito
Park Phase III (5-0-1, Hofmann absent).
Interim Recreation and Community Services Manager Leon introduced Jeff Krebs, Principal
Engineer. Krebs reviewed the list of recommended Parks and Recreation related NIP projects.
Commissioner Spangler asked if the Cut Off Projects are prioritized and Krebs stated they are
listed in order of priority and will be completed if money is saved on other projects.
Commissioner Spangler inquired as to why NIP didn’t approve the dog park. Principal Engineer
Krebs introduced Alternate NIP Spokesperson Richard Ruccello, who stated there was not a
specific location provided or enough details for approval of a dog park and suggested getting
people to champion for specific projects. Alternate NIP Spokesperson Ruccello stated that
restrooms were a big issue for the NIP committee and he supports the installation of Portland
Loos.
Commissioner McCarthy stated that the Beach Way Toilets, Monterey Sports Center Projects,
and Montecito Park Phase III are the priorities, in that order. All other commissioners agreed.
On a motion by Commissioner McCarthy, seconded by Commissioner McEwen, and carried by
the following vote, the Parks and Recreation Commission reviewed and approved the Park and
Recreation Related Proposed Neighborhood Improvement Program (NIP) Projects for Fiscal
Year 2018-2019 for Conformity to the Parks and Recreation Master Plan with the priorities being
the Beach Way Toilets, Monterey Sports Center Projects, and Montecito Park Phase III:

3. Solicit Public Comment on Current Priority Hours for Pickleball and Tennis at Via
Paraiso Park (Not a project under CEQA Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Action: Received public comments on the current priority hours for Pickleball and Tennis
at Via Paraiso Park.
Interim Recreation and Community Services Manager Leon gave a brief presentation on how
the priority times were established in May 2017.
Emily Hull-Parsons of the Monterey Bay Pickleball Club gave a presentation. Due to its growing
popularity and demand for court space, they are requesting to increase their priority times to
four days week, to include Saturdays.
Several members of the Monterey Bay Pickleball Club shared their opinions about the need for
dedicated courts and how the social aspects of this activity are important to the community.

5. Monthly Update - Parks and Recreation Work Plan - May 2018 (Not a project under
CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received report.
Interim Recreation and Community Services Manager Leon reported that planning for the 4th of
July Lawn Party is in full force. In-service training for summer staff is next Wednesday through
Saturday. Enrollments are very high for our summer camps and programs.
Interim Sports Center Manager Rothschild reported that next Friday is the Sports Center’s 26th
Anniversary. The slide in the pool was recently painted. A new Facility Coordinator has just
been hired and will start soon. Lecture series is still ongoing.
Park Operation Manager Marcuzzo reported the new equipment installed at the Dennis the
Menace Playground is a huge hit. Parks has been removing dead trees around the Monterey
Sports Center and replacing them with the same variety.
Acting Community Services Director Copeland stated that City Council approved the Parks and
Recreation reorganization.
COMMISSIONER COMMENTS
Commissioners Menendez-Herbst and Panetta both stated it was nice to see so many members
of the public in the audience and to hear from all of the pickleball participants.
