CALL TO ORDER
Chair McCarthy called the meeting to order at 7:01pm.

1. Introduction of New Commissioner - Donna Gibson (Not a Project Under CEQA
Article 20, Section 15378 and Under General Rule Article 5, Section 15061)
Action: Introduction made.
Interim Recreation and Community Services Manager Leon introduced Commissioner Gibson.

3. Approve Design for Casanova Oak Knoll Park Improvements (Exempt from CEQA
Article 19, Section 15301, Class 1)
Action: The Parks and Recreation Commission reviewed and approved the Design
for Casanova Oak Knoll Park Improvements (6-0-1, Spangler absent).
Interim Recreation and Community Services Manager Leon introduced Jeff Krebs,
Principal Engineer, who gave a presentation.

Commissioner Menendez-Herbst asked Principal Engineer Krebs when the decision for play
equipment will be made. Krebs said it should go out to bid within the next month.
Commissioner Hofmann prefers that none of the play equipment have any roofs.
Commissioner McCarthy inquired if the neighborhood children have any requests for specific
equipment. Interim Recreation and Community Services Manager Leon stated they have not
heard from neighborhood children but the equipment needs to be mixed usage to accommodate
the preschool program participants that range in age from 3-5 years and the afterschool
program participants that range in age from 5-12 years. Staff has a concern about younger
children wanting to play on the equipment designed for older children. Krebs said the equipment
for the older children is not super complex.
Principal Engineer Krebs asked the commission for feedback from his presentation regarding
making the front of the park a loading zone as opposed to stall parking. All commissioners
agreed a loading zone would be best.
On a motion by Commissioner McEwen, seconded by Commissioner Gibson, and carried by the
following vote, the Parks and Recreation Commission reviewed and approved the Design for
Casanova Oak Knoll Park Improvements:

4. Receive Report on Pickleball and Tennis at Via Paraiso Park and Provide Guidance
to Staff (Not a project under CEQA Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Action: The Parks and Recreation Commission recommended the following
“priority times” be year round: pickleball would be 9:00 a.m. to 12:00 noon on
Monday, Wednesday, Friday and the 1st and 3rd Saturday of every month; tennis
would be 9:00 a.m. to 12:00 noon on Tuesday, Thursday and the 2nd and 4th
Saturday of every month (5-1-1, Spangler absent).
Interim Recreation and Community Services Manager Leon stated that staff’s
recommendation is to have the following “priority times” be year round: pickleball would
be 9:00 a.m. to 12:00 noon on Monday, Wednesday, Friday and the 1st and 3rd Saturday
of every month; tennis would be 9:00 a.m. to 12:00 noon on Tuesday, Thursday and the
2nd and 4th Saturday of every month. Ideally Hilltop and/or Cypress tennis courts would
be turned into mixed usage courts in the future.
Commissioner Menendez-Herbst asked if there is money to change the Hilltop and/or
Cypress courts soon. Manager Leon stated it would need to go through NIP next year.
Char Carter, tennis player, said that pickleball players deserve their own courts and
suggested using the basketball court at Via Paraiso. She would like Tuesday and
Thursdays only. They don’t need Saturdays and two days is just fine.

Marcia Gomon, tennis player, thanked the commission for resurfacing the courts. She doesn’t
think it should be only two days per week, it should be split evenly and Saturday mornings are
needed. Would prefer to have same days and times all year; designated times will avoid
conflicts between the two sports. The hard pickleball is damaging the resurfaced court.
Jim Sullivan, tennis player, plays 2-3 times per week at Via Paraiso, wants equitable court time
with pickleball.
Lynn Zwagerman, pickleball player, stated the changing of the schedule is confusing. Really
wants Saturday mornings, give tennis Sunday mornings or Saturday afternoons.
Nancy Quackenbush, pickleball player, expressed her thanks for the portable courts. Saturday
mornings are necessary for people that work.
Jim Doyle walks by the park daily and said it is very rarely utilized by tennis players. Every
pickleball time is loaded with players.
Jay Zwagerman, pickleball player, said they have 60-65 players per week. He estimates they
would get 6-8 pickleball courts if they convert the current basketball court at Via Paraiso. Via
Paraiso is ideal due to its central location in the city. They need Saturdays, it is their biggest
day.
Commissioner Menendez-Herbst stated there needs to be designated courts for pickleball but
she doesn’t feel it’s fair to take away time from other sports and would not support converting
the basketball court at Via Paraiso.
Commissioner Panetta supports keeping the “priority times” the same all year round. She does
not want to take away from other sports. Suggested fundraising for building a pickleball
complex.
On a motion by Commissioner McCarthy, seconded by Commissioner McEwen, and carried by
the following vote, the Parks and Recreation Commission recommended the following “priority
times” be year round: pickleball would be 9:00 a.m. to 12:00 noon on Monday, Wednesday,
Friday and the 1st and 3rd Saturday of every month; tennis would be 9:00 a.m. to 12:00 noon on
Tuesday, Thursday and the 2nd and 4th Saturday of every month:

Action: Received report.
Interim Recreation and Community Services Manager Leon reported that summer programs are
in full swing. The Amberjacks are playing and teaching camps. There is a new Sports Center
Manager, Andrea Willer, and she will be introduced at our next meeting.
Park Operation Manager Marcuzzo reported Phase II at Montecito Park is about 75% complete.
Parks staff has been busy adding and replacing wood fiber at a lot of parks. Lots of landscaping
has been done at Laguna Grande.
COMMISSIONER COMMENTS
Commissioner McCarthy requested the Rec Trail Sub-Committee have a meeting. He and
Commissioner McEwen will meet soon.
Commissioner McEwen told Manager Marcuzzo that Dennis the Menace Playground is looking
fabulous. She requested the commission do a field trip soon. Manager Leon stated it could
potentially be done in August.
Commissioner Gibson suggested reaching out to neighborhoods to spend a day volunteering at
their neighborhood parks.
