MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, December 8, 2021 5:30 PM COUNCIL CHAMBER AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Commissioners Present: Crampton, Gibson, McCarthy, McEwen, Schmidt, Spangler Commissioners Absent: Panetta Staff Members Present: Parks and Recreation Director, Recreation Manager, Sports Center Manager, Park Operations Manager, Recreation Supervisor, Administrative Assistant CALL TO ORDER Chair Gibson called the meeting to order at 5:31pm. ROLL CALL PRESENTATIONS 1 Presentation on the Status of the Parks and Recreation Department Operations for September through November 2021 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given. CONSENT ITEMS Approval of Minutes 2 Thursday, August 26, 2021 Action: Approved as submitted (6-0-1, Panetta absent). 3 Wednesday, September 8, 2021 Action: Approved as submitted (6-0-1, Panetta absent). ***End of Consent Agenda*** PUBLIC COMMENTS Jean Rasch, resident of the Monterey Vista Neighborhood, sent a written update on the latest neighborhood proposal for mediation of the pickleball problems at Via Paraiso Park. Looking at January dates for mediation at the Mandell Gisnet Center. PUBLIC APPEARANCE Parks and Recreation Commission Minutes 12/8/2021 5:30:00 PM 4 Review and Approve the Parks and Recreation Commission Schedule for 2022 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: The Parks and Recreation Commission reviewed and approved the Parks and Recreation Commission Schedule for 2022 (6-0-1, Panetta absent). On a motion by Commissioner Crampton, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission Approved the Parks and Recreation Commission Schedule for 2022: AYES: 6 COMMISSIONERS: Crampton, Gibson, McCarthy, McEwen, Schmidt, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Panetta INFORMATIONAL REPORTS & STAFF COMMENTS Director Larson stated there is a tentative agreement with the Stinging Jellies for disc golf at Ryan Ranch. Currently working with the Finance Department for grant funding that would benefit Parks and Recreation. Received approval this week from the Laguna Grande JPA to apply for a grant for the pedestrian bridge/North Fremont Gap Closure Project. Recreation Manager Leon said we are gearing up for summer and recruitment for summer staff. Looking at mid-year budgets, expenses and revenues are balancing each other out. There have been some challenges with the new software system but we are looking forward to implementation in a couple of months. Sports Center Manager Willer recognized her staff and appreciates their dedication. Park Operations Manager Marcuzzo said staff is working on turf renovation and fertilization at the parks and tree trimming along the recreation trail. COMMISSIONER COMMENTS Commissioner Gibson offered support towards staff. She recently visited Seattle and saw several dog parks; would love to see something happen here. Commissioner Spangler appreciates Commissioner Gibson’s leadership as Chair. Thanked staff for all the hard work. Commissioner’s Schmidt and Crampton both extended their support and thanks to staff. Commissioner McEwen is glad to be a part of such a positive experience for our community. Commissioner McCarthy offered his congratulations to the Stinging Jellies on working with the City to make things happen and hopefully it will culminate into a contract that makes everyone happy. Extended his thanks to Louie, Thys and Justin from Parks for allowing the Rotary Club to help plant trees.
