CALL TO ORDER
Chair McEwen called the meeting to order at 5:36 p.m.

PRESENTATIONS
1 Presentation on the Status of the Parks and Recreation
Department Operations for August 2022 through November 2022 (Not a project
under CEQA Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Presentation given
Public Comments: None
Commissioner Comments: Chair McEwen commented on the limited staff capacity
and how well recreation was doing. Chair McEwen also inquired about park staff safety
when picking up the hypodermic needles. Park Manager Marcuzzo replied stating they
use safety precautions and wear gloves when picking up needles. Commissioner Gibson
commented on how we are all trying to get back to normalcy after the pandemic and
applauding recreation for doing so.
2 Review of Potential Neighborhood and Community Improvement Program (NCIP)
Projects for Fiscal Year 2023-2024 (Not a project under CEQA Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Action: Presentation given
Public Comments: Lee Whitney, from the Glenwood Neighborhood, NCIP
representative and president of the homeowner association commented on the NCIP
process and the time it took to review the projects that they thought were beneficial in
the community. She stated she would like to see the Old Capitol site project, as well as,
the Parks and Recreation NCIP proposals go forward this year.
Tom Hardy NCIP Coordinator commented on the budget for the NCIP projects, how the NCIP
process works, the project proposals and cut-off dates. The meeting schedule and process
would be established after January, and they will know more information on budgets after the
first meeting. Tom Hardy stated that the list of all projects and the votes could be found at
monterey.org/ncip
Commissioner Comments: Commissioner Gibson asked about funding for the NCIP Projects.
Recreation Manager Leon touched on TOT funding doing well. Commissioner Spangler thanked
recreation for the NCIP programs presentation and updates. Commissioner Spangler also
asked for the updated project listing. Recreation Manager Leon stated that they were touched
upon at the August PRC meeting and can resend them. Director Larson asked Commissioner
Spangler to clarify what list of NCIP projects she inquired about so that recreation could provide
her with the right documents. Commissioner Spangler asked about the future NCIP lists to stay
up to date on the projects and thanked recreation.

PUBLIC APPEARANCE
5 Review and Approve the Parks and Recreation Commission Schedule for 2023 (Not
a project under CEQA Article 20, Section 15378 and under General Rule Article 5,
Section 15061)
Action: Approved the Parks and Recreation Commission Schedule for 2023 (7-0).
Public Comments: None
On a motion by Commissioner Crampton, seconded by Commissioner McCarthy and carried by
the following vote, the Parks and Recreation Commission approved the schedule for the Parks
and Recreation Commission Meeting for 2023.

INFORMATIONAL REPORTS & STAFF COMMENTS
Director Larson reported on the progress of Laguna Grande Park including updated maps and
environmental work for the community. Director Larson also thanked staff for their continuous
efforts to the Department, the future of recreation with the new software system and wished a
healthy holiday season to all staff and viewers.
Manager Leon recognized staff as well for their continuous efforts with the new software system
going into 2023 and how much easier it will be.
Park Manger Marcuzzo wished all a happy holiday season.
COMMISSIONER COMMENTS
Commissioner McCarthy reiterated all comments regarding staff workload and how this new
software system should alleviate staff.
Commissioner Schmidt wanted Park Manager Marcuzzo to know his teams’ efforts in keeping
the parks maintained does not go unnoticed, offered a helping hand to the park maintenance
and wished everyone a happy holiday.
Commissioner Spangler congratulated the new software launch and how the Sports Center is
reaching new levels with the community and her excitement to continue working with recreation
into the New Year.
Commissioner Gibson also commented on the new system and how she hopes it will give relief
to staff and their workload.
Commissioner Crampton commented on the holiday activities and how they celebrate
recreations work and everything we are doing for the community.
Chair McEwen recognized the struggle of the last couple of years and the Department’s
triumphs and continuous efforts to the community.
