Associate Planner Schmidt presented the Agenda Report and took Commissioners’
questions.
Vice Chair Latasa asked for clarification of ES zoning, and Mr. Schmidt explained that
ES is designated an Emergency Shelter zoning overlay.
Chair Dawson asked if this project had been approved by the Historic Preservation
Commission.
Mr. Schmidt responded that the HPC had approved the item, recommending it to both
PC and City Council.
Applicant
Homeowner Pat McNeil gave a history of his home and his quest to learn more about it.
He also spoke of Tajuro Watanabe’s life and his influence on the Japanese community in
Monterey.
Public Comments
None.
Commissioner Comments
Commissioner Brassfield commended the homeowners for seeking to enter into a Mills
Act contract and preserve the home’s historic significance. He then asked about the
specific benefits of a Mills Act contract for both the City and property owners.
Mr. Schmidt explained that typically Mills Act property owners received a reduction of 40-
60% in annual property taxes. He further noted that the City received a percentage, as
well.
Commissioner Brassfield asked how many Mills Act sites currently existed within
Monterey and Mr. Schmidt replied that there were currently 54 Mills Act properties within
the City.
Commissioner Brassfield asked if an inventory of Mills Act properties existed and how
people could learn more about them.
Ms. Cole said that a basic inventory existed. She explained that Mills Act programs
varied from city to city, but that our code was written to include the opportunity for annual
tours of Mills Act properties – although that had not occurred in some time.
Mr. Schmidt and Ms. Cole also replied to Commissioners’ questions regarding placards
installed at Mills Act properties.
Commissioner Brassfield commended the City for its Mills Act program.

COMMISSIONERS COMMENTS
Commissioner Fletcher asked when the community mural would be reinstalled at the
Conference Center and Ms. Cole said that she understood the contract had been executed and
that the mural should be installed in the near future.
Commissioner Fletcher noted that Paul W. Davis would be receiving the Robert Stanton award
at the annual AIA holiday dinner this December.
Chair Dawson said that when the City Council reviewed proposed changes to the Personal
Wireless Services ordinance, they had a question about maintenance and he felt it would be
best that the PC review the item once more.
Commissioner Millich asked for any updates on a potential seventh Planning Commissioner and
Ms. Cole said that she currently had no new information.
Vice Chair Latasa said that he would not be at the October, 23, 2018 PC meeting.
Ms. Cole asked Planning Commissioners to confirm with administrative staff on their attendance
to the October 23, 2018, as it was a full agenda.

5. Planning Office Update
Report received.
Ms. Cole noted that an appeal had been received for 300 Cannery Row and that it was
scheduled for a City Council meeting in November.

ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will
end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public
agenda items that have not been completed within the designated adjournment time may be formally
extended by the Commission, or continued to the next regularly scheduled Planning Commission
Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
