MINUTES ZONING ADMINISTRATOR Thursday, October 4, 2018 4:00 PM 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Staff Members Present: Housing and Community Development Manager Caraker, Associate Planner Schmidt CALL TO ORDER Elizabeth Caraker, serving as Zoning Administrator, called the meeting to order at 4:00 p.m. PUBLIC COMMENTS No comments were submitted that were within the jurisdiction of the Zoning Administrator. PUBLIC HEARING 1. Approve 118 El Dorado; Use Permit UP-18-0303 to Allow a Single Family Residential Use; Applicant G.D. Case; Owner Jayme Rivard; General Plan Designation Commercial; CO-ES Zoning District; Exempt from CEQA per Article 19, Section 15301, Class 1, and Section 15303, Class 3 ACTION: Approved Use Permit UP-18-0303 to allow a single family residential use at 118 El Dorado Street. Associate Planner Schmidt provided a brief overview of the use permit application and answered questions from the Zoning Administrator. The applicant provided additional information. Seeing no public comments, Zoning Administrator Caraker closed public comments. Zoning Administrator Caraker determined that the project is consistent with the City’s Zoning Code. 2. Approve 1430 Mark Thomas Drive, Use Permit Amendment 18-0297 amending Use Permit UP-17-0601 to Allow Modifications to and Existing Personal Wireless Service Facility; Applicant: James Phillips; Owner: Pebble Beach Company; Zoning: Visitor Accommodation Facility (VAF); General Plan: Commercial; Exempt from CEQA per Article 19, Section 15301, Class 1 ACTION: Denied UP-18-0297 to amend Use Permit UP-17-0601 to allow modifications to an existing personal wireless service facility at 1430 Mark Thomas Drive without prejudice, pursuant to Section 38-112.4(D)(a)(ii). The applicant was present. Seeing no public comments, Zoning Administrator Caraker closed public comments. Zoning Administrator Caraker determined that the project is not consistent with the City’s Zoning Code and Denied UP-18-0297 to amend Use Permit UP-17-0601 to allow modifications to an existing personal wireless service facility at 1430 Mark Thomas Drive without prejudice, pursuant to Section 38-112.4(D)(a)(ii). At this time, the public may speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Zoning Administrator and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Zoning Administrator may do so during Public Comments or by addressing a letter of explanation to the Zoning Administrator, City Hall, Monterey, CA 93940. PUBLIC HEARING PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments after being recognized by the Zoning Administrator. The Zoning Administrator may limit the time allocated to each speaker. Project representation is encouraged. 1. The Zoning Administrator agenda may be reviewed by the public in the Monterey Public Library, in the Planning, Engineering, and Environmental Compliance Division (PEEC), or on the web at www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Zoning Administrator on any item on the Agenda. The Zoning Administrator will formally open the floor for public comment on items listed under “Public Hearings.” Information distributed to the Zoning Administrator at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Administrator for this purpose. Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
