Brown Act, Calif. Government Code section 54953(e)(1)(C) and Resolution No. 22-026 C.S. CALL TO ORDER Commissioner Fletcher, serving as meeting Chair, called the meeting to order at 4:11 p.m. and Recording Secretary Cleary explained to the public how to participate and provide public comment during the meeting. 1. Meeting Procedures CONSENT ITEMS Approval of Minutes 2. April 26, 2022 ACTION: Approved as submitted. Commissioner Latasa made a motion to approve the minutes as submitted. Commissioner Dawson seconded the motion. Consider 685 Cannery Row; Use Permit Application UP-22-0026 for a Bar (Type 40 Beer ABC License), and Live Entertainment/Dancing Use; Applicant Christina Riddoch; Owner Cannery Row Company, L.P.; CR Zoning District; Commercial General Plan Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 ACTION: Approved Use Permit Application UP-22-0026 for a Bar (Type 40 Beer ABC License) and Live Entertainment/Dancing Use at 685 Cannery Row. Staff Presentation/Commissioner Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner questions. Community Development Director Cole was also present and answered Commissioner questions. Applicant Barry Riddoch, co-owner of proposed business Oscar’s Playground, said he owns three local escape rooms and the proposal is an expansion of this family entertainment business. He stated clean-up of the previously vacant space is underway and added that arcade games and escape rooms will be main driver of the business. Mr. Riddoch also said the proposed business will not be a bar or drinking establishment, but instead an entertainment site for families and children. In response to Commissioner Dawson’s question regarding prizes, Mr. Riddoch said prize redemption will be tied only to the arcade. Public Comments None. Commissioner Comments Commissioner Dawson said he has done escape rooms, has a pinball machine, and thinks the proposed business would be a good fit for Cannery Row, especially since it is directed towards family fun. Commissioner Latasa agreed and said the proposal seems like a very appropriate, creative use of the large space. Commissioner Millich said he is in favor of the pinball machine and the project. Commissioner Fletcher also spoke in favor of the project and suggested that from a land use standpoint it is not more intense than the previous use. Commissioner Millich made a motion to adopt a Resolution approving Use Permit Application UP-22-0026 for a Bar (Type 40 Beer ABC License) and Live Entertainment/Dancing Use at 685 Cannery Row. Commissioner Dawson seconded the motion. Ms. Cole explained a draft of the Land Use Plan is nearly complete and the City has been working internally as well as reaching out to the Army, Navy, Coastguard, and various other agencies. She suggested she hopes to present a draft to Planning Commission in the summer and added that the Coastal Commission requested to see the draft document prior to its release. Ms. Cole said the second part of the Plan, the Zoning Regulations, had not been edited yet. INFORMATIONAL REPORTS & STAFF COMMENTS 4. Planning Office Update  Update received.
