This meeting was held with a combination of in-person and teleconference attendance pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey
City Council’s Resolution authorizing virtual participation in public meetings given the COVID-
19 pandemic.
CALL TO ORDER
Vice Chair Fletcher called the meeting to order at 4:00 p.m. and Recording Secretary Cleary
explained to the public how to participate and provide public comment during the meeting.

There was no Staff presentation. Senior Associate Planner Schmidt answered Commissioner
questions.
Commissioner Brassfield asked how the business is doing. Mr. Schmidt suggested the business
sounds like it has been successful with over 1,000 customers and goals to host more group
events.

ACTION: Adopted a Resolution recommending to the City Council that the 2022/23
Neighborhood and Community Improvement Program is consistent with the
General Plan, Area Plans, Master Plans, Traffic Calming Plans, and Move
Monterey Multimodal Plan
Staff Presentation/Commissioner Questions
Community Development Director Cole introduced the item and provided background on the
approval process. Engineering Assistant Hennings presented the Agenda Report and Ms. Cole
added specified information. Mr. Hennings, Ms. Cole, and Senior Engineer Harty answered
Commissioner questions.
Commissioner Dawson requested clarification regarding packet page 19. Mr. Hennings and Ms.
Cole explained proposals are drafted broadly by residents and refined when Staff takes over.

Commissioner Freeman inquired about the Neighborhood and Community Improvement
Program (NCIP) Committee and their voting process. Mr. Hennings provided details.
Vice Chair Fletcher asked how staff time is budgeted for these projects. Ms. Cole explained final
costs are not yet defined and specified that NCIP is a direct way for residents to propose
improvement projects.
Commissioner Brassfield asked how staff time is funded and how escalating costs affect
expenditure projections. Mr. Harty described how expenses are estimated and explained
contingency processes to follow if funding runs low. Ms. Cole supplied further details regarding
City financial procedures.
Commissioner Freeman questioned how projects use NCIP funds instead of other City budgets
such as the Streets and Sidewalks fund. Mr. Harty suggested applicable projects could be paid
via regular City budgets, but that could take years because of prioritization for more commonly
used areas while NCIP allows neighbors to request and urge the City to fill needs that may be
unmet in other areas.

Principal Planner Roveri presented the Agenda Report and answered Commissioner questions.
Applicant
Applicant and project site owner Lorene M. Kimzey provided further details regarding the
property and urged the Planning Commission to approve the application.

Commissioner Dawson voiced support for the project and suggested the owners would conduct
the restoration well.
Commissioner Freeman echoed Commissioner Dawson, commending the restorative work
already done to preserve the house’s historicity.
Commissioner Latasa agreed and spoke in support of preserving the home.
Vice Chair Fletcher thanked Ms. Kimzey for proposing Mills Act consideration of the house and
spoke in favor of supporting the proposal.
On a motion by Commissioner Freeman, seconded by Commissioner Brassfield and carried by
the following vote, the Planning Commission adopted a Resolution recommending that the City
Council approve Application TM-22-0120 for H-2 Historic Zoning at 136 Herrmann Drive:

Commissioner Brassfield mentioned one page of the Agenda Packet says the address is in
Salinas and requested that be corrected, then asked how tall the supporting structures are
at their tallest point.
Applicant
Project contractor Matt Gourley stated the tallest point would be six or seven feet and
suggested the permit amendment was proposed because the owner wanted to encroach
on the slope to save the trees.
Owner John Mazzei elaborated on the goal of wanting to save the trees.

Commissioner Latasa spoke in favor of the application, suggesting the site is large and
there are limited options available for an existing house on a steep slope.
On a motion by Commissioner Freeman, seconded by Commissioner Dawson and carried
by the following vote, the Planning Commission approved Permit Amendment application
PA-22-0089 to amend UP-18-0307 to allow expansion of a deck on slopes over 25% at 103
Flagg Hill Drive:

COMMISSIONER COMMENTS
Vice Chair Fletcher suggested it has been interesting to see what other cities are doing with their
parklets and urged everyone to go to Los Gatos as they have created a uniform design
throughout the city.
Commissioner Millich asked if there would be an update from the City Attorney’s Office regarding
status and actions of legal cases involving wireless facilities. Ms. Cole explained Gail Karish of
Best Best and Krieger would present a status report. Commissioner Millich expressed concern
for the potential length of the meeting. Ms. Cole stated the meeting will end at 11:00 p.m.
Commissioner Latasa inquired about the Agenda Report from the last Wireless Ordinance
discussion. Ms. Cole explained the Agenda Report has not changed much, aside from including
the high number of public comments received after that meeting and specified there will be a
new publication with revisions and recommendations for what the City believes is the best
available thing to do.

ADJOURNMENT
ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session
will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may
be formally extended by the Commission, or continued to the next regularly scheduled Planning
Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning
Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date
of the meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair
will formally open the floor for public comment. However, if you wish to speak to items during
"Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the
action on that item and you will be recognized. Notification as much in advance as possible is
appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day
falls on a weekend or a holiday, the appeal deadline date is the next working day following the
