Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Monterey City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19 pandemic. CALL TO ORDER Principal Planner Roveri, serving as Zoning Administrator, called the meeting to order at 3:00 p.m. and Recording Secretary Cota explained to the public how to participate and provide public comment live during the meeting. PUBLIC COMMENTS None. CONSENT ITEMS Approval of Minutes 2. July 21, 2022 ACTION: Continued to the August 18, 2022 Zoning Administrator Meeting ***End of Consent Agenda*** PUBLIC HEARING 3. Consider 484 Lighthouse Avenue; Use Permit Application UP-22-0097 to Allow Food and Beverages Sales, Major (Grocery Store with Beer and Wine Sales); Applicant Natalia Molostova; Property Owner Joe Rossi; PC-LH Zoning District (Planned Community- Lighthouse Specific Plan); Commercial General Plan Designation; Exempt from CEQA Requirements per Article 19, Section 15301, Class 1 ACTION: Approved Use Permit Application UP-22-0097 to allow Food and Beverages Sales, Major (grocery store with beer and wine sales), with additions to Finding 1, “Pursuant to the Lighthouse Specific Plan, no additional parking is required when the use of an existing building changes and/or intensifies”; amendments to Special Condition of Approval 2, to remove the apostrophe and s after “City”; and amendments to Exhibit A, to show that hours of operation are 10:00 a.m. to 8:00 p.m. Monday through Saturday and 10:00 a.m. to 7:00 p.m. on Sundays at 484 Lighthouse Avenue. Zoning Administrator Roveri asked if the use permit requirement was initiated because of the beer and wine sales. Mr. Schmidt confirmed it was. Applicant Applicant Natalia Molostova confirmed she would like the establishment to operate from 10:00 a.m. to 8:00 p.m., Monday through Saturday and 10:00 a.m. to 7:00 p.m. on Sundays. Public Comments None. Zoning Administrator Comments Zoning Administrator Roveri stated that according to Exhibit A, the hours of operation are 10:00 a.m. to 7:00 p.m. and 10:00 a.m. to 6:00 p.m., but the Agenda Report states the hours of operation are 10:00 a.m. to 8:00 p.m. and 10:00 a.m. to 7:00 p.m. Senior Associate Planner Schmidt had the applicant update their Exhibit and stated that the applicant does intend to stay open later. The Zoning Administrator agenda may be reviewed by the public at the Planning Office, on the City Clerk’s bulletin board, or on the web at www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Zoning Administrator on any item on the Agenda. The Zoning Administrator will formally open the floor for public comment on items listed under “Public Hearings.” Information distributed to the Zoning Administrator at the meeting becomes part of the public record.
