Staff Presentation/Commissioner Questions Community Development Director Cole presented the Agenda Report and answered Commissioner questions. Commissioner Brassfield asked if specialized vehicles would be stored onsite. Ms. Cole answered. Applicant Lieutenant Ethan Andrews, on behalf of the Monterey Police Department (MPD), provided a history of MPD office spaces and highlighted department needs and goals to provide quicker emergency responses. Staff Presentation/Commissioner Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner questions. He clarified that there are 15 parking spaces currently on the site. Commissioner Dawson asked if the adjacent sidewalk was fixed and suggested repairing it. Commissioner Freeman asked if the fence around the whole site would match the proposal. Chair Fletcher inquired about the lights. Mr. Schmidt suggested the motion may include a Condition of Approval regarding lights. Commissioner Latasa requested a definition of structural remodeling. Ms. Cole explained. Commissioner Latasa asked about parking. Ms. Cole suggested the City should support complying with Federal and State ADA requirements over City parking requirements. Commissioner Latasa asked if the Architectural Review Committee (ARC) would review lighting. Ms. Cole said ARC lighting review could be included as a Condition of Approval. Commissioner Brassfield asked if there would be less parking spaces than hotel rooms. Mr. Schmidt confirmed. Applicant Applicant Juan Carlos said only the portion on Munras is proposed currently but there would be one style of fence in the future. Co-owners Anthony and Lisa Villafranca explained the vision and goals for the hotel. Commissioner Freeman questioned fence height. Mr. and Ms. Villafranca provided details. Public Comments None. Commissioner Comments Commissioner Brassfield expressed concern regarding the amount of parking spaces and appreciation for the ADA accommodation. Commissioner Dawson reiterated the suggestion to repair the sidewalk and supported approval otherwise. Vice Chair Bluth advocated for approval based on the ADA accessibility upgrade. Commissioner Latasa spoke in support of the project based on reasonable accommodation and motioned for approval with an added Condition that the ARC review the lighting. Commissioner Dawson seconded the motion. Chair Fletcher agreed with the ARC lighting review requirement. Ms. Cole advised changing the motion to give ARC complete authority over the design rather than solely lights. Commissioner Latasa changed the motion to include fencing design and lighting review by ARC. Commissioner Dawson agreed to amended motion. Personal Wireless Facility on an existing church building at 2500 Garden Road Staff Presentation/Commissioner Questions Wireless Application Consultant Jerry Hittleman presented the Agenda Report and answered Commissioner questions. Commissioner Brassfield and Commissioner Latasa asked clarifying questions regarding the Radio Frequency (RF) exposure diagram. Mr. Hittleman discussed specifics and described what the diagrams and figures were intended to depict. Applicant Applicant Andrea Kohatsu Raskop, on behalf of T-Mobile, added details regarding the equipment, said the RF engineer was present for questions, and offered to make the diagrams coordinate more clearly in the future. RF Engineer Jerrold Bushberg explained the diagrams and exposure levels in detail, then Ms. Kohatsu Raskop and Mr. Bushberg discussed specifics. Public Comments Nina Beety asked if Shoreline Church was present and if the project insurance covers pollution, quoted Federal laws regarding environment and disability, and urged the Commission to deny the project. Commissioner Comments Commissioner Dawson asked if this qualifies as a 6409 Project. Ms. Cole confirmed it does. Commissioner Freeman inquired about Airport Land Use Commission (ALUC) review. Ms. Cole described the process. Commissioner Latasa expressed distaste for the aesthetic and spoke in support of approval based on the 6409 qualification. Commissioner Brassfield shared frustration regarding the plan, requested applicants correct discrepancies going forward, and suggested utilizing a checklist to prevent the issue. Commissioner Dawson added that the scale also should have been more accurate. Chair Fletcher agreed and alleged it affects the applicant’s credibility. Vice Chair Bluth also agreed and suggested the diagram color be standardized across all applications. Commissioner Latasa explained his interpretation of the RF diagrams, suggesting the measurements seem to be consistent even though the colors do not correlate. Vice Chair Bluth agreed. Commissioner Latasa motioned to approve the proposal as submitted subject to Conditions and Findings presented in the Agenda Report. Commissioner Brassfield seconded the motion. Vice Chair Bluth and Commissioner Brassfield asked about exposure levels on the balconies and inside the top floors. Mr. Witkowski responded, providing details and images. Commissioner Latasa inquired about equipment placement. Mr. Witkowski supplied reasons for the proposed antenna locations. Applicant Beth Broussard provided further background on the proposed project. Public Comments Nina Beety shared concerns with Americans with Disability Act (ADA) accessibility and compliance and spoke disapprovingly about the project. Commissioner Comments Commissioner Latasa asked if the boxes had already been approved. Ms. Cole said they had. Commissioner Brassfield inquired about the antennas. Mr. Hittleman answered. Commissioner Latasa shared concerns about the project and aesthetics. Commissioner Dawson questioned the likelihood of RF reaching the interior top floors. Commissioner Latasa agreed but said the only way to deny 6409 proposals is for aesthetics. Vice Chair Bluth suggested the radiation would be remeasured after the equipment is installed. Commissioner Latasa suggested adding a Condition to ensure the balconies and interior top levels are tested for radiation after the equipment is installed. Commissioner Brassfield agreed and suggested including all directions of RF exposure in the tests. Commissioner Brassfield moved to approve the submitted proposal with added Conditions that all directions of RF exposure on the seventh floor and balconies be tested once the equipment is installed and findings must be reported to the City.
