GENERAL PUBLIC COMMENTS No Public Comments were made. PRESENTATIONS 2. Receive Presentations from Cal Poly San Luis Obispo Landscape Architecture Students on their design concepts for various downtown study areas. Student Presentations/Commissioner Questions Students presented design concepts on various downtown areas. Public Comments None. Commissioner Comments Commissioners commended the students on their presentations and provided comments. Commissioner Brassfield suggested recommending a concept plan to the City Council. Commissioner Silva said he appreciated the students’ efforts to introduce public art in their designs and proposed implementing a public art ordinance. Vice-Chair Bluth agreed. Community Development Director Cole outlined the Planning office’s long term planning goals and suggested coming back before the Planning Commission with a progress report on specific plans. Consider 1047 Cass Street; Use Permit Application UP-23-0215 to Allow Mixed-Use (One New Residential Unit) and Building Height Over 25’; Applicant Rueytsu Huang, Todd Jersey Architecture, Inc.; Property Owner Brendan Connolly, 1045 Cass LLC; CO-ES Zoning District (Commercial Office and Emergency Shelter Overlay); Commercial General Plan Designation; Exempt from CEQA Requirements per Article 19, Section 15303, Class 3 ACTION: Approved With Conditions Use Permit Application UP-23-0215 to Allow Mixed- Use (One New Residential Unit) and Building Height Over 25’ at 1047 Cass Street Staff Presentation/Commissioner Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner questions regarding water service, proposed height, and the reasons the project came before the Planning Commission. Applicant Todd Jersey, project architect provided additional details about the project. Brenden Connolly, applicant and property owner, explained the water service and shared information on the purpose of the project. Commissioner Silva recommended examining these issues further before applying for a building permit. Mr. Schmidt stated that he will make note of the concerns. Public Comments None. Commissioner Comments The Commissioners had no additional comments. Commissioner Silva motioned to approve the project with the condition that the project will come back to Planning staff or the Planning Commission if the site plan is significantly changed during the building phase. Commissioner Brassfield seconded the motion. Applicant Kathryn Avila, the applicant, shared additional details about the project and explained how they arrived at the current design. A representative of U-Haul answered questions on overflow vehicles. Commission Brassfield inquired about the size and number of trucks on site. Commissioner Silva questioned the parking impacts on the neighboring business. Public Comments None. Commissioner Comments The Commissioners had no additional comments for the applicants. Commissioner Brassfield expressed frustration at the state’s CEQA requirements. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Planning Commission meetings, there are two 15-minute public comment periods, one in the afternoon and one in the evening. Speakers may only comment during one session. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Planning Commission.
