Staff Members Present: Planning Manager Hill, Senior Associate Planner Schmidt,

CALL TO ORDER
Senior Associate Planner Schmidt, serving as Zoning Administrator, called the meeting to order
at 3:00 p.m. and Recording Secretary Barrera explained to the public how to participate in the
meeting virtually.
CONSENT ITEMS
No comments were made regarding the Consent Agenda.

PUBLIC HEARING
Zoning Administrator Schmidt reordered the agenda so that item 4 would be discussed first.
Planning Manager Hill noted that more information is needed from the applicant for item 4 and
recommended tabling the item. Zoning Administrator Schmidt tabled item 4.
4. Consider 384 Larkin Street; Use Permit Application UP-23-0145 for Four or More
Residential Units; Applicant Paul Davis; Owner Mike Bruno; R-3 Zoning District; Medium
Density Residential General Plan Designation (Exempt from CEQA per Article 19, Section

an Existing Two-Story Commercial Office Building into a Residential Building with
Eleven (11) Apartment Units; Applicant Ray Parks with Ray Parks & Associates Inc;
Property Owner Hugo H & Linda Trust; PC-D Zoning District; Commercial General Plan
Land Use Designation (Exempt from CEQA Requirements per Article 19, Section 15301,
Class 1)
ACTION: Approved Use Permit Application UP-23-0068 to Allow Conversion of an
Existing Two-Story Commercial Office Building into a Residential Building
with Eleven (11) Apartment Units at 480 Calle Principal with the following
amendments to the submitted Resolution:
Amend Special Condition Two to include, “The applicant shall either
pay in- lieu parking fee(s) or enter into a shared parking agreement
with the City of Monterey to meet the parking requirement.
Added Special Condition Four, “If the location and/or design of the
waste enclosure is modified during the Architectural Review phase, the
applicant is not required to re- open the use permit.”
Staff Presentation/Zoning Administrator Questions
Senior Associate Planner Sabdo presented the Agenda Report and responded to Zoning
Administrator Schmidt’s question regarding easements. Ms. Sabdo referred Zoning
Administrator Schmidt to the applicant to answer parking agreement questions.

Applicant Ray Parks stated they haven’t had time to analyze the parking agreement options.
Public Comments
Nick Craft, owner of a neighboring property expressed concerns about the potential obstruction
of the shared walkway.
Zoning Administrator Comments
Zoning Administrator Schmidt agreed with staff recommendation and approved Use Permit
Application UP-23-0068 to allow conversion of an existing two-story commercial office building
into a residential building with eleven (11) apartment units at 480 Calle Principal, with the
following amendments to the submitted resolution:

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Zoning Administrator meetings, there is one 15-minute public comment period
for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Zoning Administrator will ask those attending the meeting
in person to line up at the podium or raise their hands, and for remote participants to use *9 on
the telephone or the “raise hand” function in Zoom, if they wish to address the Zoning
Administrator. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may
adjust the amount of time allowed for public input and/or the time allotted for each speaker.

prior to Zoning Administrator action. NOTICE CONCERNING YOUR LEGAL RIGHTS: If you
challenge the Zoning Administrator’s zoning, planning, or land use decision in court, you may
be limited to raising only those issues you or someone else raised at the public hearing on the
matter, or in written correspondence delivered to the City at the time of or prior to the public
hearing. (Government Code section 65009.)

Information distributed to the Zoning Administrator at the meeting becomes part of the public record.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
appeal fee will apply.
