This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and
Resolution No. 22-026 C.S.
CALL TO ORDER
Principal Planner Roveri, serving as Zoning Administrator, called the meeting to order at 3:01
p.m. and Recording Secretary Cota explained to the public how to participate and provide public
comment live during the meeting.

CONSENT ITEMS
Approval of Minutes
2. May 19, 2022
ACTION: Approved as submitted
Zoning Administrator Roveri requested that Senior Associate Planner Schmidt approve the
minutes as he was Acting Zoning Administrator at the time. Senior Associate Planner Schmidt
approved the May 19, 2022 Zoning Administrator meeting minutes.

3. Consider 422 Tyler Street; Use Permit Application UP-22-0065 to Allow Assembly, Major
Use; Applicant Jayme Rivard; Property Owner Lou Sim & Chhor Manhou; PC-D Zoning
District (Planned Community – Downtown Specific Plan); Commercial General Plan
Designation; Exempt from CEQA Requirements per Article 19, Section 15301, Class 1

ACTION: Approved Use Permit Application UP-22-0065 to Allow Assembly, Major Use at
422 Tyler Street with revised Conditions of Approval

Senior Associate Planner Schmidt presented the Agenda Report.
Applicant
Business Partner Cary Steeble provided further details regarding the proposal and remained
present to answer questions. The applicant was not available during the meeting.
Public Comments
None.
Zoning Administrator Comments
Zoning Administrator Roveri asked if the business would be open to the public in addition to
hosting corporate events and private events. Business Partner Cary Steeble stated that they
would encourage corporate events to participate in game nights in addition to opening to the
public. Zoning Administrator Roveri suggested listing board games in general and inquired if the
alcohol license allows for only beer. Senior Associate Planner Schmidt specified the license may
allow cider or seltzers but not wine or hard liquor.
Zoning Administrator Roveri spoke in support of the proposal with the following revised Finding
and Conditions of Approval: Finding 1; add The business would occupy an existing tenant space
at an existing commercial building. There are no minimum parking requirements for commercial
uses in the PC-D Zoning District. Special Condition of Approval one; replace the additional with
any. Special Condition of Approval three; add card and board games. Special Condition of
Approval four; change Planning Commission to Zoning Administrator. Add new Special
Condition of Approval five; if a violation of the conditions of Approval has occurred, the Use
Permit can be revoked according to City Code Section 38-221. Standard Conditions order will
change. Standard Condition of Approval eight; change Planning Commission to Zoning
Administrator.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Zoning Administrator and
which is not on the agenda. Any person or group desiring to bring an item to the attention
of the Zoning Administrator may do so during Public Comments or by addressing a letter
of explanation to the Zoning Administrator, City Hall, Monterey, CA 93940.

PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer
your comments after being recognized by the Zoning Administrator. The Zoning
Administrator may limit the time allocated to each speaker. Project representation is
encouraged.

ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no
later than 4:00 p.m. Any public agenda items that have not been completed within the designated
adjournment time may be formally extended by the Administrator, or continued to the next regularly
scheduled Zoning Administrator Meeting, or continued to a Special Meeting.
The Zoning Administrator agenda may be reviewed by the public at the Planning Office, on the City
Clerk’s bulletin board, or on the web at www.monterey.org beginning late Friday afternoon prior to
the date of the meeting.
Members of the public have the right to address the Zoning Administrator on any item on the
Agenda. The Zoning Administrator will formally open the floor for public comment on items listed
under “Public Hearings.”
Information distributed to the Zoning Administrator at the meeting becomes part of the public
record. A copy of written material, pictures, etc. should be provided to the Administrator for this
purpose.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision
on forms available in the Planning Division during business hours. When the tenth day falls on a
weekend or a holiday, the appeal deadline date is the next working day following the holiday or
