SPECIAL PARKS, ARTS & RECREATION COMMISSION MINUTES OCT 13, 2021 MINUTES SPECIAL PARKS, ARTS & RECREATION COMMISSION MEETING OCTOBER 13, 2021 – 8:00 A.M. Academy Room and/or Virtual GoTo “To enhance community pride through developing and maintaining city parks with a high standard of quality.” Members Present: Lynn Anderson, Julie Jelen, Janine Kopff, Adam Leiferman, Nancy McCaffrey, Sam Murdoff, Brian Stoll, Mercedes Turner Staff Present: Beth Green, Tricia Handorff, Tom Pawelk, Angela Schumann 1. Call to Order. Brian Stoll called the meeting to order at 8:02 a.m. 2. Consideration to review for recommendation park dedication requirements for the proposed Monticello Business Center/Monticello Lakes residential subdivision. Angela Schumann explained that the PARC is asked to consider a formal recommendation related to park dedication requirements for Monticello Business Center 8th Addition, a 200-unit multi-family residential plat to be known as Monticello Lakes. The proposed Monticello Lakes plat is approximately 10.73 acres. The subject site is located north of School Boulevard and includes a portion of the large powerline corridor which runs diagonally through the south portion of Chelsea Commons. The Planning Commission and City Council reviewed a concept stage submittal for the development proposal earlier this year. City official expressed general support for the multi-family concept, with particular attention toward the project’s relationship to the goals for the Chelsea Commons area. The City’s comments include those recommending high-quality site finishes and a strong relationship to the public amenities. With the recent adoption of the Chelsea Commons Small Area Plan, staff believes the proposed use and density are consistent with the expectations for the southeasterly portion of the guide plan area. 1  SPECIAL PARKS, ARTS & RECREATION COMMISSION MINUTES OCT 13, 2021 The site plan does illustrate an extensive internal pathway system and connections from the development project to the looped lake system and Edmonson Avenue pathway. Staff has recommended to the developer that revisions be made to address the accessibility of these pathways in terms of grade down to the lake. Internal pathway systems are not eligible for park dedication. Also, as the developer continues to work through site planning, pathway connections to and around the lake system may be necessary to serve the project’s fire access requirements and would be evaluated for park dedication credit as needed. A secondary gateway trail is proposed along the powerline corridor as part of the adopted Chelsea Commons Small Area Plan. To satisfy a portion of park dedication requirements for the plat, it is recommended that an easement for trail and appurtenant purposes be dedicated along the developer’s half of the powerline corridor. The width of the trail easement will be determined as the pathway alignments are solidified with the grading and landscaping plans. The developer shall receive land area credit for those portions of the trail easement on their portion of the powerline property. Staff would propose that the developer’s remaining park dedication (after credit for the trail easement) be met as cash-in- lieu. The City will then work with the property owner of Outlot A at a future date to secure the lakes area in the outlot through stormwater compliance, park dedication and/or acquisition as applicable. Tom Pawelk noted that we need to allow for flexible space (in the power line easement) for a trailhead, with signage at the gateways going into park to ensure good flow from the housing areas going into the parks. Mark Welch with G-Cubed Engineering said that he will work with staff on coordinating the pathways and trailhead area under power lines. Nancy McCaffrey asked about power line maintenance and the fact that the infrastructure under power lines will need to be heavy enough to support utility trucks driving on the surface of the trail. Pawelk noted that it will also be limited in height to what we can and cannot plant. It will also be important to look into public art, realizing that there will be static leadoffs from the power lines. ADAM LEIFERMAN MOVED TO RECOMMEND A COMBINATION OF LAND AREA AND CASH-IN-LIEU PARK DEDICATION FOR THE MONTICELLO BUSINESS CENTER 8TH ADDITION/MONTICELLO LAKES PLAT, TO POWERLINE CORRIDOR, WITH THE TOTAL OF DEDICATION EQUIVALENT TO THE 11% REQUIREMENT. Consideration to appoint a PARC Commissioner to serve on the Chelsea Commons Professional Engineering, Park & Open Space Planning and Landscape Architecture Services Proposal Review Team. Angela Schumann explained that there are just under 10 firms registered but it is unknown how many proposals at this time. There will be 1 or 2 meetings plus the review team to sit in on the interviews. Proposals are due on 10/22 and the interviews will be the first week in November. There are two committees, the review committee and the zoning work group. Each of these committees has a member at large opening. Is it important to have a member on each one as there is a landscaping portion in both. These are open meetings so any PARC members are able to join if they would like to. Adam Leiferman agreed to participate, and Julie Jelen will volunteer as a backup for Leiferman. LYNN ANDERSON MOVED TO APPOINT COMMISSIONER ADAM LEIFERMAN TO SERVE ON THE PROPOSAL REVIEW TEAM FOR THE CHELSEA COMMONS PROFESSIONAL ENGINEERING, PARK & OPEN SPACE PLANNING AND LANDSCAPE ARCHITECTURAL SERVICES PROJECT. MOTION SECONDED BY NANCY MCCAFFREY. MOTION CARRIED 7-0 Tom Pawelk asked the PARC to consider applying for the zoning work group and to reach out to him if interested. 3. Adjourn.
