Meeting Minutes – Draft
Directors present: Dona Bate, representing Montpelier; Michael Smith, representing Barre City; Kim
Cheney, Doug Hoyt(6:40), and Alexandra Pastor, at-large directors.
Director(s) absent: Tom Golonka, representing Montpelier.
Others attending: Michael Charbonneau; David Delcore, Times Argus reporter; Tony Facos; David
Rubalcaba (6:50); Bob Sager, Board Treasurer; Azaliah Tautfest; Zachery Tillinghast; Jim Ward.
Michael called the meeting to order at 6:35pm.
The agenda was approved by unanimous consent as presented, with one addition.
At the request of Kim, Jim Ward, a candidate for the Barre City appointed Director position, introduced
himself and talked briefly about his public safety experience and interest in the position.
A motion to accept the minutes of the March 19th meeting as presented was made by Kim, seconded by
Dona. Motion passed.
The Board had a discussion about the progress of the Executive Director search and how to proceed
with the applications. The Board agreed that: every Board member would have a chance to see all
applications; a committee of Tom, Kim, and Doug would process the applications; and the full Board
would make the final decision on who to hire. The review would begin as soon as possible with the
timeline to be determined at a later date.
The Board had a discussion about the Authority’s mission statement and the need for judicious language
regarding the direction of the Board. After some discussion the Board did not try to change the Mission
Statement in any way. The Board was reminded that some in public safety may feel threatened by the
Board’s activities and the potential changes that come with regionalization. Sensitivity to these factors
when discussing the Authority’s progress will assist in achieving the Board’s goal.
The Board continued its discussion of dispatch operations. Some board members had already visited
one or both dispatch centers with others to do so soon. Tom has scheduled a meeting and facility tour
with director Hayes of the Lakes Region Mutual Fire Aid dispatch center in Laconia, NH for April 30th – all
Board members were invited.
Under old business Michael reported that he received an estimate for a Board website - $250 for initial
set up and about $15/month maintenance. Michael relayed information from Tom regarding joining the
Vermont League of Cities and Towns and purchasing Professional Liability Insurance. The Authority
could join the league for $600 annually and procure Liability insurance from them for a price not yet
determined.
A motion to cancel the April 16th meeting was made by Doug, seconded by Kim. Motion passed.
A motion to adjourn was made by Kim, seconded by Doug. Motion passed.

May 7th, 2015 at 6:30pm at the Central Vermont Chamber of Commerce Building.
