Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building February 18, 2016 Meeting Minutes – Draft Directors present: Martin Prevost and Michael Smith, representing Barre City; Dona Bate and Tom Golonka, representing the City of Montpelier; Doug Hoyt (6:35) and Alexandra Pastor, at-large directors. Directors absent: Kim Cheney, at-large director. Others attending: Joe Aldsworth (6:55); Paco Aumand CVPSA Executive Director; Tony Facos; Dave Rubalcaba; Bob Sager, Board Treasurer; Jeffrey Tuper-Giles and; Zack Tillinghast. The meeting was opened by Tom at 6:30pm. A motion to approve the agenda, as presented, was made by Michael, seconded by Alexandra. Motion passed. A motion to approve the minutes of the February 4th meeting was made by Martin, seconded by Alexandra. Motion passed. Paco delivered the Executive Director’s report covering the past two weeks. Meetings included: a lunch meeting with Bill Moore and George Malek (incoming and outgoing presidents, respectively, of the CV Chamber of Commerce), Tom Golonka and Michael Smith were also in attendance; Chamber of Commerce annual meeting and breakfast, as the quest of Board member Dona Bate, where Dona introduced Paco to Jeff Blow, Barre Town Select board Chair. Paco and Chairman Blow discussed Barre Town’s Public Safety interests and needs. Tom met with Berlin Select Board Chair Ture Nelson to discuss the Authority and public safety wants and needs of the Town of Berlin and, how they relate to the Authority. Paco will schedule a meeting with Mr. Nelson to further discuss public safety issues. Paco announced that the Authority had received preliminary approval of a $75,000 Homeland Security grant to buy new dispatch consoles. He also reminded directors that at the next regularly scheduled meeting on March 3rd, there will be a SWOT (Strengths, Weaknesses, Opportunities and, Threats) analysis, led by a facilitator. Montpelier Police Chief, Tony Facos, announced a public forum on the heroin crisis on March 8th at 6:30pm. The meeting will be held at Montpelier High School and facilitated by staff from Vermont Substance Abuse Services. Paco introduced Jeffrey Tuper-Giles as the website developer for the Authority’s webpage – cvpsa.org Jeffrey introduced the website, which is now live, and the board had a discussion of its current and future capabilities. Currently the website has: agendas and minutes of the Board’s meeting; logos of the participating departments, the annual report description of the Authority (reports that appear in the respective municipalities’ annual reports) and; current budget request along with a preliminary projection of the following two years. The website is still in need of a logo - Dona and Alexandra have agreed to work with Jeffrey to that end. Jeffrey is working with Paco (and the Board) to come up with more public safety photographs that would enhance the site. The Board had a discussion of continued outreach and education particularly for the current budget request coming up for vote on March 1st. Paco and Michael have already met with Tony Campos of Central Vermont Television about doing some public service announcements relating to the Public Safety Authority. They are scheduled to tape an announcement and deliver some graphics to CVTV on Friday the 19th. Mr. Campos indicated that the CVTV could do more to assist the Authority in public outreach and education. The Board had a discussion regarding the second meeting in March (17th) to plan the Board’s activities and create a plan for the upcoming year. A motion to adjourn was made by Doug, seconded by Michael. Motion passed. The meeting adjourned at 7:23pm.
