Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building March 3rd, 2016 Meeting Minutes – Draft Directors present: Martin Prevost and Michael Smith representing Barre City; Dona Bate and Tom Golonka, representing the City of Montpelier; Kim Cheney and Alexandra Pastor, at-large directors. Directors absent: Doug Hoyt, at-large director. Others attending: Joe Aldsworth; Paco Aumand, CVPSA Executive Director; Nick Bresette; Tony Facos; Mary Fillmore; Dave Rubalcaba; Bob Sager, CVPSA Treasurer; Azailyah Tillinghast and; Zack Tillinghast. The meeting was opened by Tom at 6:30pm. A motion to approve the agenda as presented was made by Martin, seconded by Alexandra. Motion passed. A motion to approve the minutes of the February 18th meeting, with minor changes, was made by Alexandra, seconded by Martin. Motion passed. The Board had a brief discussion of the Town Meeting vote where the CVPSA budget passed easily in both municipalities. The combined vote was just under 72% favorable. Paco introduced Mary Fillmore, a facilitator provided by the Crime Research Group, and the leader of the night’s SWOT (Strengths, Weaknesses, Opportunities and, Threats) analysis. Ms. Fillmore opened the discussion by asking each attendee to provide one hope and one concern that they have for the authority. The Group spent almost two hours going through the analysis producing lists that will be used in the Board’s planning for the upcoming year. Without objection Tom closed the meeting at 8:38pm.
