Meeting Minutes – Draft
Directors present: Alexandra Pastor, Doug Hoyt and, Kim Cheney, at-large directors; Michael Smith and
Martin Prevost, representing Barre City; Tom Golonka and Dona Bate (arrived 6:35), representing the
City of Montpelier.
Directors absent: None
Others attending: Bob Sager, Board Treasurer; Dave Rubalcaba (arrived 6:48); Tony Facos; Dave Delcore,
Times Argus reporter; Paco Aumand, CVPSA Executive Director; Joe Aldsworth
The meeting was opened by Tom at 6:30pm.
A motion to approve the agenda, as presented with one addition, was made by Michael, seconded by
Martin. Motion passed.
A motion to approve the minutes of the April 21st meeting was made by Martin, seconded by Kim.
Motion passed.
The Board had a discussion regarding the development of the website including: a meeting Alexandra
had with website developer Jeffrey Tuper-Giles; the pros and cons of the Board hosting it’s own website
and; developing a scope of work for the continued development of the website.
Paco announced the receipt of an official document from Homeland Security for the $75,000 grant for
dispatching consoles. The board had a brief discussion regarding the cost of installation of the consoles
(not covered by the grant).
Paco delivered the Executive Director’s report highlighting both the outreach he had done since the last
meeting and, a detailed comparison between the Barre and Montpelier dispatching contracts
(embedded in the respective cities’ Police Union contracts).
Paco update the Board on the financial status of the Authority including: opening an checking account in
the Authority’s name; a discussion with Montpelier Treasurer Sandy Gallop regarding Montpelier’s role
as the Board’s fiscal agent and; establishing a legitimate “financial identity” so that the Authority would
be eligible to receive federal grants.
Paco presented a document containing a set of financial policies, largely from model policies provided
by the Vermont League of Cities and Towns, for the Board’s review and approval.
A motion to adopt the Financial Policies document and to refer it to the Rules Committee for a final
review was made by Dona, seconded by Doug. Motion passed.
The Board discussed an upcoming contract negotiation that would have direct effect on the Authority. A
motion finding that premature general public knowledge of the contract negotiation would clearly place
the Authority at a substantial disadvantage should the discussion become public, was made by Dona,
seconded by Michael. Motion passed.
A motion to go into executive session and, to invite the Executive Director, the Treasurer, Montpelier
Police Chief, Tony Facos and, Barre City Deputy Fire Chief, Joe Aldsworth, under the provisions of 1 VSA
section 313 for the purpose of discussing contract negotiations was made by Dona, seconded by
Michael. Motion passed. The Board went into executive session at 6:55pm.
A motion to come out of executive session was made by Dona, seconded by Michael. Motion passed.
The Board came out of executive session at 7:26pm. The Board took no further action.
Without objection Tom adjourned the meeting at 7:26pm.
