Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building October 6, 2016 Meeting Minutes – Draft Directors present: Kim Cheney, Doug Hoyt and, Alexandra Pastor, at large directors; Michael Smith, representing the City of Barre; Tom Golonka, representing the City of Montpelier. Directors absent: Martin Prevost, representing the City of Barre; Dona Bate, representing the City of Montpelier. Others attending: Paco Aumand, CVPSA Executive Director; David Delcore, Time Argus reporter; Caroline Earl; Steve Whittaker (7:08). The meeting was called to order by Tom at 6:34pm. A motion to approve the agenda as presented was made by Kim, seconded by Alexandra. Motion passed. A motion to approve the minutes of the September 15th meeting with one small change was made by Alexandra, seconded by Kim. Motion passed. The Board had a discussion regarding the need for an Assistant Treasurer due to the extended absence of the Treasurer Bob Sager. A motion to appoint Bev Hill the Assistant Treasurer for the Authority was made by Kim, seconded by Alexandra. Motion passed. Paco delivered the Executive Director’s report outlining: A meeting with both Montpelier Police Chief, Tony Facos and Barre City Director of Public Safety, Tim Bombardier regarding the budget timeline, radio issues and the operational budget-challenging them to make it “workable “and; his continued work on the inter-municipal agreement. The Board had a substantial discussion of the language and content of the inter-municipal agreement and the resolution for ceding dispatching authority to the CVPSA. Presentation to the respective Councils for their approval is expected to occur in November. Citizen Steve Whittaker was asked to share his thoughts on the Authority’s work. Mr. Whittaker expressed concern that there were not more members of the Authority; he emphasized the need for building trust and being transparent. He also suggested that the Board meetings be televised on public access television. Lastly, Mr. Whittaker encouraged the Board to stay informed with regard to both the legislative activities in Montpelier regarding public safety and, what is happening with the 911 system statewide. A motion to adjourn was made by Kim, seconded by Michael. Motion passed. The meeting adjourned at 8:10pm.
