Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building November 3rd, 2016 Meeting Minutes – Draft Directors present: Dona Bate(6:38) and Tom Golonka, representing the City of Montpelier; Martin Prevost and Michael Smith representing the City of Barre; Kim Cheney and Doug Hoyt at large directors. Directors absent: Alexandra Pastor, at large director. Others attending: Joe Aldsworth; Paco Aumand, CVPSA Executive Director; Scott Cameron; Caroline Earle; Dave Rubalcaba and; Ben Shaw. The meeting was called to order by Tom at 6:33pm A motion to approve the agenda as presented was made by Michael, seconded by Kim. Motion passed. Public Comment: None A motion to approve the minutes of the October 20th meeting was made by Kim, seconded by Doug. Motion passed. Paco presented the Executive Director’s report outlining his activities since the last Board meeting, including: work of the draft strategic plan; meeting with Bev Hill regarding financial processes and check signing; meeting with public safety managers regarding the FY18 operation and budget plan and; conversations with labor attorney Scott Cameron and Board member Kim Cheney regarding the Ceding Authority for Dispatch document. Attorney Scott Cameron discussed his review of the Ceding of Authority document with the Board and a meeting with Jack Parlon, regional union representative for the Fraternal Order of Police. The Board had a discussion regarding the language of the two documents – Ceding Authority for Dispatch and The Stategic Operation and Budget Plan. Barre City Firefighter and Union representative, Dave Rubalcaba expressed concern that the current operation plan document did not have language in it that would establish an Advisory Board for the purpose of addressing operational dispatch policies. The Board decided that the language should be left fairly broad at this point. Paco said that the “customer driven approach” language currently in the document is very similar to Mr. Rubalcaba’s idea of an Advisory Board. A motion to approve the Strategic Operation and Budget Plan for FY18, with minor changes, was made by Dona, seconded by Martin. Motion passed. The Board had a discussion regarding the upcoming presentations to the respective Councils. The current schedule will be on November 15th to Barre City Council and, either the 16th or the 30th for the Montpelier City Council. Without objection Tom adjourned the meeting at 7:10pm.
