Meeting Minutes – Draft
Directors present: Kim Cheney, Doug Hoyt(6:40) and Alexandra Pastor, at-large directors; Dona Bate and
Tom Golonka, representing the City of Montpelier; Martin Prevost and Michael Smith, representing
Barre City.
Directors absent: None
Others attending: Joe Aldsworth; Paco Aumand, CVPSA Executive Director; Tim Bombardier; Michael
Boutin; Scott Cameron; Fred Cummings; David Delcore, Times Argus reporter; Tony Facos; Kathy Fector
and, Dave Rubalcaba.
The meeting was called to order by Tom at 6:31pm
A motion to approve the agenda as presented, with one addition, was made by Kim, seconded by
Alexandra. Motion passed.
No public comment.
A motion to approve the minutes from both the December 1st regular meeting and, the December 5th
special meeting, was made Dona, seconded by Martin. Motion passed.
Paco presented the Executive Director’s report highlighting the results of the Joint Council meeting of
December 7th (regarding the ceding authority for dispatch services and operations protocol) including an
outline of many of the comments and concerns presented at that meeting. He followed with a Plan B
option and the general question of: “Where do we go from here?”
The Board had a substantial discussion regarding the Joint Council Meeting with significant input from
Montpelier Police Chief Tony Facos and Barre City Director of Public Safety Tim Bombardier, as well as
labor attorney Scott Cameron regarding employee contract issues. The Board considered among other
things: the strong support for the regionalization concept by virtually all involved; the legitimate
concerns of dispatchers and others involved regarding the ceding of authority to dispatch; the strengths
and successes of the Authority to date and; the political climate in which all of this takes place. Given
the current situation the Board decided to submit a revised proposal for dispatch services for the
current budget cycle.
A motion to withdraw the original request for the ceding of authority and, to cede back the authority for
dispatch to the City of Barre (granted by the Barre City Council at the November 29th meeting of that
body) was made by Doug, seconded by Kim. Motion passed.
A motion to pay for supervisor training course for Montpelier dispatch supervisor, Fred Cummings, was
made by Dona, seconded by Martin. Motion passed.
Tom left at 8pm and Alexandra assumed the position of chair.
The Board had a discussion regarding the FY18 budget proposal. The Board decided to request funding
at the FY17 level ($100,000) with a modest amount for training and, at the request of Barre City Director
of Public Safety, Tim Bombardier, a line item for “table top activities”(simulations of radio activities
before full implementation).
A motion to approve Fy18 budget of $100,000 to include $4,473 for training and $10,000 for “table top
activities” was made by Dona, seconded by Kim. Motion passed.
The Board decided to have a discussion regarding both labor relations and contracts. A motion finding
that premature general public knowledge of this discussion would put the Authority at a substantial
disadvantage should the discussion be public, was made by Dona, seconded by Alexandra. Motion
passed.
A motion to go into executive session to discuss labor relations and contracts and to invite: Montpelier
Police Chief, Tony Facos; Barre City Director of Public Safety, Tim Bombardier and; labor attorney, Scott
Cameron, was made by Dona, seconded by Alexandra. Motion passed. The Board went into executive
session at 8:20pm.
A motion to come out of executive session was made by Kim, seconded by Doug. Motion passed. The
Board came out of executive session at 8:52pm. No action was taken.
Without objection, Alexandra adjourned the meeting at 8:52pm.

January 5th, 6:30pm at the Central Vermont Chamber of Commerce Building located at the corner of
Stewart Road and Paine Turnpike in Berlin.

(To discuss/update the status of discussion with the union and discuss labor
contracts. Therefore, the Board is asked to make a finding that premature
general knowledge concerning on going and future discussions with the unions
about labor contracts would clearly place the public body involved at a
substantial disadvantage in keeping with 1 V.S.A. Sec 313 (1)).
The Board then should move to go into executive session to discuss labor
relations with employees and contracts in keeping with T. 1 Sec. 313 (A) and (B).
