Central Vermont Public Safety Authority “Together is Better” CVPSA Sept 7, 2017 Meeting Minutes Board Members Present: Dona Bate, Sam Dworkin, Tom Golonka, Doug Hoyt, Martin Prevost, and Michael Smith. Staff: Paco Aumand Others: Tim Bombardier, Caroline Earle, Tony Facos, Laura Hedin, David Rubalcaba Meeting opened by Chair Golonka at 6:30pm. Sam made motion to amendment agenda to including bill paying and Dona seconded. Public Comments: Caroline was glad to see dispatcher rep attending today. Also pleased that Tom had visited Barre Dispatch in action. Everyone invited to visit and should see Tim or Fred to arrange. Doug made motion to approve minutes Aug 17th meeting with the date being corrected to August 17th. Sam seconded. Director Aumand shared his report and dates for meeting with councils: Wed Oct 11 Montpelier and Tues Oct 17 Barre. Meeting with Bill & Sue highlighted issues of cost containment and efficiencies, and tech investment. Todd provided outline of payroll system issues. Paco had visited with Lamoille Dispatch – had two dispatchers at all times and did a debriefing after any incident that would be valuable for us to include in our operational plan. General discussion to put Barre Supervisor in Budget. Reviewed packets for councils and power point. Dona offered to assist Paco with enhancing presentation. General discussion about Mayday readiness & response and how important this is to fire departments. Some felt Mayday was getting too much into the weeds. Talked about quality assurance & measurements with training program. The need to reduce duplications in dispatch job and to create uniformity and consistency among dispatchers. Sept 25th is meeting of dispatchers and later with CVPSA Board Members. Dona asked Tony & Tim if they supported the CVPSA moving forward. Tim and Tony both expressed concerns that without more partners, PSA was not regional and was not viable. Adjourned by unanimous consent at 8:21pm. Humbly submitted by acting Secretary, Dona Bate

Executive Director’s Report. 7. Continued discussions on Dispatch Operations Plan. a. Review draft presentation. b. Letter to Council members. c. Review draft policies, program and standards. 8. Other Business 9. Executive Session, this is a place holder in case it is determined there is a need for such a session. (To discuss the status of the employment agreement or contract. Therefore, the Board is asked to make a finding that premature general knowledge concerning on going and future discussions concerning the employment agreement of the Executive Director would clearly place the public body or the person involved at a substantial disadvantage in keeping with 1 V.S.A. Sec 313 (1)). The Board then should move to go into executive session to discuss labor relations with employees and contracts in keeping with T. 1 Sec. 313 (A) and (B). 10. Adjournment
