Minutes were approved unanimously.
The committee members discussed the following:
Eligibility Statement. The group reviewed the Eligibility Statement that Bernie
Lambek and Beth Boutin have revised. Private nonprofit organizations will be
eligible to apply for funding. The City has provided the group with a list of
organizations that received funding in FY12 through Community Enhancement
Funds, General Fund, or other Funds. The group will do more research on how
several of the organizations are allocated to specific Funds in order to determine
who is eligible for the Montpelier Community Fund vs. other Funds. Further edits to
the Eligibility Statement will be made to the timeline, criteria for consideration,
separation of MCF Funds and potential petition items, and several other details that
the group discussed. Bernie will incorporate changes and present the next draft to
the group. A final draft will be presented to City Council for review and approval.
Bernie will connect with John Hollar about sharing this at the 9/26 City Council
meeting.
The application: Julie and Eliza drafted an application for requesting organizations
to complete. The group discussed several changes, which Eliza will make in addition
to adding language about the an organization being unable to apply for funding via
the petition to be on the ballot and the Montpelier Community Fund application
process.
Communication with non‐profits. This topic was held for our next meeting.
Board Terms. The assignment of roles to committee members was held for a future
meeting. The group did determine that a Board Member should be eligible to apply
after their term is up, but that new applicants would also be welcome when a term
is ending.
Historical Recipients. The group will attempt to gain further insight into recipients
prior to FY12 so that relevant parties may be communicated with regarding the
Montpelier Community Fund procedures and Informational Session.
Procedure Questions:
We would like to recommend to City Council that the funding for external petitions
will not come from the $100,000 budgeted to the Montpelier Community Fund.
How have recipients been allocated to various Funds (specifically, Planning Budget
and General Fund vs. Community Enhancement Fund)?
