Adjournment 1. Call to Order The meeting was called to order at 6:35 PM with a quorum present. 2. Public Comments There were no public comments. 3. Approval of the Agenda D. Carris made a motion to approve the agenda. J. Duggan seconded. The motion passed unanimously, 6-0. 4. Comments from the Chair – None 5. Review and Approve Minutes from October 10, 2017 Commission member Peebles made a motion to approve the 10/10/2017 minutes. The motion passed by consensus. 6. Review submitted RFPS for CLG project Staff provided Commission members with the two proposals submitted for the CLG project. The goal of the CLG project is to evaluate the design review district and update the associated regulations. Members reviewed and discussed each of the proposals. Discussion included how to structure public meetings to get the best public feedback and broaden support for the district. Commission member Peebles made a motion to pursue working with Landworks to assist with the CLG project. J.Lapachinski seconded. The motion passed unanimously. Staff will ask a representative from Landworks to attend the next meeting to discuss achievable goals for the project, the budget, and how to best facilitate public input. Staff will work with Commission member Peebles to develop a proposed work program and questions for the consultant. 7. Discuss work program/CLG project [purpose/intent of the Design Control District] The Commission reviewed the draft purpose and goals of the Design Control District and provided comments. Chair Gilbertson provided his written comments. Discussion included adding language that as the Capital City, Montpelier has regional and statewide significance, including the importance of the City’s political history and the terms civic pride, sense of place, cultural landscape, and visitors and residents. D. Carris will provide language to include regarding compatible urban design. Chair Gilbertson noted the importance of having a defensible purpose and goals. E. Peebles recommended adding language regarding the sustainability of historic buildings. Staff will work with Commission member Peebles to incorporate the suggested revisions. Due to time, discussion on exempt development was tabled to the next meeting. 8. Other Business • The VT Advisory Council Meeting was held on Thursday October 19th. The Council voted to approve nomination of the revised Montpelier National Register District. The nomination will be sent to the Park Service for final approval in the near future. • The consultant will be invited to the next meeting. Staff will provide an update purpose and goals section for discussion. Commission members will also discuss the draft applicability statement, application requirements, and exempt development. 9. Next Meeting Date – Tuesday, December 12, 2017 at 6:30 PM. 10. Adjournment The meeting adjourned at approximately 8:30 PM.
