1. Call to Order
The meeting was called to order at 6:35 PM with a quorum present.
2. Public Comments
There were no public comments.
3. Approval of the Agenda
D. Carris made a motion to approve the agenda. E.Peebles seconded. The motion passed
unanimously, 5-0.
4. Comments from the Chair – Chair Gilbertson suggested that the Commission discuss the
CLG project with David Raphael prior to the other agenda items. Commission members
concurred.
5. Review and Approve Minutes from November 14, 2017 [discussed later in the agenda]
Commission member Peebles made a motion to approve the 11/14/2017 minutes.
J.Duggan seconded. The motion passed unanimously.
6. Discuss CLG project with David Raphael/LandWorks
Chair Gilbertson provided a brief overview of the recent update to the City’s zoning
regulations and the current issues surrounding design review in the City. He explained the
events that led up to obtaining the CLG grant and the importance of the project. He
reported that he would like to see the Montpelier Heritage Group re-engaged to help
advocate for historic preservation. Members discussed the goals for the CLG projects and
how LandWorks might best assist. Several ideas discussed include asking the public ‘What
is your favorite old building?’, hosting walk and talks, hosting focus groups with City
officials, property owners, business owners, etc. Chair Gilbertson suggested possibly
developing different standards for commercial and residential properties. Members
agreed that having user-friendly checklist and information online would be helpful for
property owners.
Members discussed next steps. Staff will coordinate with LandWorks and Planning Staff to
develop a draft contract for LandWorks and will email reference materials to David
Raphael. The next meeting will be a working session to develop a work plan for the CLG
project.
E.Peebles made a motion, seconded by J.Lapahinski, to recommend the hiring of
LandWorks to assist in developing the design review regulations. The motion passed
unanimously.
7. Discuss work program/CLG project

8. Other Business
The NR nomination will be sent to the Park Service for final approval in the near
future.
Members discussed the current proposal for an 80+ room hotel at 100 State
Street. Concerns were raised regarding the number of projects in the general
vicinity (transit center, hotel, Christ Church project) and the need to review the
project collectively to ensure each is appropriately designed and integrated in
the district.

On a motion from J. Duggan, seconded by J.Lapahinski, the meeting adjourned at
approximately 8:30 PM.
