1. Call to Order
In the absence of the Chair and Vice-Chair, staff called the meeting to order at 6:35 PM.
2. Public Comments
Planning Commission member Kim Cheney provided his comments on the April 4th public
meeting.
3. Approval of the Agenda
Commission member Peebles motioned to approve the agenda, G.Tisher seconded the
motion. The motion passed unanimously.

6. Follow-up Discussion- Comments on April 4th public meeting
Members discussed last week’s public meeting to kick off the CLG project. Staff reported
that the meeting will be uploaded to YouTube. Members discussed the importance of
sense of place and social equity in the design review regulations. Member Peebles added
the importance of communicating the connection between design review and healthy
communities.
Members discussed the possibility of creating two separate design review regulations, a
downtown district and residential district. Member Carris reported that recent studies
have concluded that strict traditional zoning regulations are often inequitable. Members
agreed that it’s important to incorporate a strong preservation ethic in the regulations.
Members discussed the Sibley/Sabins neighborhood area and wondered whether or not
residents would be interested in being in the design review district.
7. Work Session: CLG project to update design review regulations
Staff circulated several examples of design review standards/criteria for members to
review and comment on. E.Peebles requested that the Commission review Alexandria, VA
regulations at the next meeting.
Members discussed the overall desired format of the regulations and agreed that at the
very beginning there should be a statement regarding the preferred treatment of repairing
character defining elements, over replacement. Staff will draft a template to provide to
LandWorks. Members agreed on incorporating a chart like the Town of Windor, followed
by general principles and specific review criteria for buildings and sites, as well as in-fill or
new construction.
8. Other Business
Members agreed to have a “marathon” weekend work session on Sunday April 29th from
1-4:00. Staff will reserve a meeting space at City Hall. Members were asked to review the
existing design review boundaries and start thinking about what portions of the City
should be included.
9. Adjournment- The meeting adjourned at approximately 8:30 PM.
