MONTPELIER HOUSING AUTHORITY Regular Meeting April 21, 2015 Chairman McCullough opened the public hearing and called the meeting to order at 6 p.m. with Commissioners Audy, Coble, and Larson present. Commissioner Zern entered the meeting at 6:10 p.m. Agenda Item II – Approve Agenda The agenda was reviewed and approved with no changes or additions. Agenda Item III – Approval of Minutes Commissioner Coble moved that the minutes of the February 17, 2015 regular meeting be accepted as written. Commissioner Larson seconded the motion and it passed unanimously. Agenda Item IV – Review of Vouchers, Bank Statements and Financial Reports Vouchers and bank statements and were made available for Commissioners to review. Mrs. Troiano reviewed the financial reports and answered questions. We are beginning to show a slight deficit in the Section 8 Voucher Program due to the fact that we are increasing the number of vouchers under lease. We have gone from a low of 101 vouchers under least to 105 as of April 1. We are continuing to issue vouchers with the goal of having 110 vouchers under lease by June 30. Agenda Item V - Executive Director’s Report There were no additions to the written report. Agenda Item VI – Gould Apartments Mrs. Troiano presented the proposed budget for FY16 which begins July 1. After noting a typographical error, the net income would be $1,320. She recommended that there be no increase in rents. This would be the first year without a rent increase. Commissioner Zern moved that the budget be adopted as presented with no rent increase and a PILOT of $2,750. Commissioner Audy seconded the motion. Commissioner Larson suggested raising the PILOT payment to $3,000 leaving a net income of $1,070. The amended motion then passed unanimously. Agenda Item VII – Approval of Five Year Plan There being no comments from the public, the chairman closed the public hearing. Mrs. Troiano noted that both the Public Housing Admissions and Occupancy Policy and the Section 8 Voucher Administrative Plan were revised as part of the Five Year planning process. The major change in both policies was to restrict the denial for admission for debts owed to other agencies in either program to seven years before the date of the application. Previously an applicant would be found ineligible no matter how long ago the debt was incurred regardless of any mitigating factors. -1- Commissioner Larson moved that the PHA Plan be approved as presented and that the chairman sign the required certifications. Commissioner Zern seconded the motion and it passed unanimously.
