Regular Meeting
October 16, 2018
The meeting was called to order at 6:05 p.m. by Chairman Larson with Commissioners Hanson, Schultheis, Stevens-
Favorite and Zern present.
Agenda Item II – Approve Agenda
The agenda was approved with no changes or additions.
Agenda Item III – Approval of Minutes
Commissioner Hannon moved that the minutes of the September 18, 2018 regular meeting be accepted as written.
Commissioner Stevens-Favorite seconded the motion and it passed unanimously.
Agenda Item IV – Introduction of New Board Member
Eric Schultheis was introduced to the Board. Commissioner Schultheis works for Vermont Legal Aid as a staff
attorney at the Office of the Health Care Advocate.
Agenda Item V – Review of Vouchers, Bank Statements and Financial Reports
Vouchers and bank statements were made available for Commissioners to review. Mrs. Troiano reviewed the
financial statements and answered questions.
We have 111 vouchers under lease and have issued two more. As of October 1 all incoming portability vouchers
have been absorbed into our program.
We are only two months into the fiscal year so there is not much to report. Mrs. Troiano noted that public housing
maintenance contracted cost are all over budget because we have been replacing bathroom exhaust fans. They are
not considered capital expenses.
Chairman Larson commented on the large surplus at Gould. Mrs. Troiano reported that the surplus will likely
decrease as we have had four vacancies some of which are requiring replacement carpet and vinyl. One apartment
has been re-rented and the other three by November 1.
Mrs. Troiano briefly discussed the Management’s Discussion and Analysis document that will become part of the
audit.
Agenda Item VI - Executive Directors Report
In addition to the written report Mrs. Troiano discussed the new Section 8 Fair Market Rents and the payment
standards that will become effective November 1, 2018.
Agenda Item VII – Any other Business
In other business Mrs. Troiano noted that the next meeting will be November 20th. This being Thanksgiving week
she wanted to make sure there would be a quorum.
There being no further business the meeting was adjourned at 6:50 pm
