Montpelier Housing Authority Regular Meeting March 16, 2021 The meeting was called to order at 6:00 p.m. by Chairman Larson, with Commissioner Zern present, Commissioners Hannon and Schultheis were present by phone. Commissioner Stevens- Favorite was absent. Agenda Item II - Approval of Agenda The agenda was approved with no changes. Agenda Item III – Public Participation There was no public participation. Agenda Item IV – Approval of Minutes Commissioner Zern moved that the minutes of the January 19, 2021 meeting be accepted as written, Commissioner Schultheis seconded the motion and it passed unanimously. Agenda Item V- Review of Vouchers Bank Statements, and Financial Reports Mrs. Troiano discussed the December and January financial reports and answered questions. Agenda Item VI – Executive Director’s Report In addition to the written report, Mrs. Troiano expanded on her response to the City Manager regarding a citizen complaint. Also discussed was correspondence from Rick DeAngelis regarding the positive relationship between MHA and Good Samaritan Haven. Agenda Item VII- Discussion and Action Section 8 Resolution As discussed in the Executives Directors Report HUD has requested that the Board adopt a resolution stating that the Authority will commit unrestricted reserves to offset the calendar year 2020 shortfall. After a short discussion Commissioner Shultheis moved that the Board commit $15,132.00 in Section 8 unrestricted net assets to offset the 2020 shortfall. Commissioner Hannon seconded the motion and it passed unanimously. (See attached resolution) Agenda Item VIII- Discussion and Action 2021 Capital Grant Resolution Mrs. Troiano advised the Board that HUD was again requiring a Board resolution declining the Capital Grant. After a short discussion Commissioner Hannon moved that the Authority decline to accept the FY2021 Capital Grant in the amount of $128,463.00. Commissioner Schultheis seconded the motion and it passed unanimously. Agenda Item IX- Any Other Business Mrs. Troiano reminded the Board that we would be meeting in April, May, and June.
