Montpelier Housing Authority Regular Meeting April 17, 2021 The meeting was called to order at 6:00 p.m. by Chairman Larson, with Commissioner Zern present, Commissioners Hannon, Schultheis, and Stevens-Favorite were present by phone. Agenda Item II - Approval of Agenda The agenda was approved with no changes. Agenda Item III – Public Participation There was no public participation. Agenda Item IV – Approval of Minutes Commissioner Zern moved that the minutes of the March 16, 2021 meeting be accepted as written, Commissioner Schultheis seconded the motion and it passed unanimously. Agenda Item V- Review of Vouchers Bank Statements, and Financial Reports Mrs. Troiano discussed the February financial report and answered questions. The public housing program is still running at a surplus. This is due to several factors: rental income and operating subsidy are higher than budgeted and the receipt of COVID19 supplementary operating subsidy. The Section 8 Program deficit is decreasing due to an increase in HAP payments. We currently have 121 vouchers in use that will drop to 120 May 1. The Management fee deficit is also decreasing. Agenda Item VI – Executive Director’s Report In addition to the written report, Mrs. Troiano discussed the status of PHADA lawsuit. In 2017 we joined lawsuit filed against HUD to recoup public housing operating subsidy withheld from many public housing authorities in 2012. This was the second lawsuit filed. The first lawsuit resulted in 309 PHA’s receiving over $135 million. PHADA has won the appeal. They believe that it is very unlikely that HUD will appeal that discussion, but it could take up to 150 days before the decision would be final. We stand to gain $89,039. Agenda Item VII- Discussion and Action 2020 Audit Mrs. Troiano presented the 2020 audit. She noted there were no findings. The audit has been sent to the Mayor and HUD as required. This is the first of a three year contract with a new auditor that combined with COVID restrictions made the process take much longer. Mrs. Troiano believes everything will be much smoother next year. Commissioner Hannon moved that the audit be accepted as written. Commissioner Stevens- Favorite seconded the motion and it passed unanimously. There being no further business the meeting was adjourned at 6:35pm. Respectfully submitted, Jo Ann Troiano, Secretary
