Montpelier Housing Authority Regular Meeting September 21, 2021 The meeting was called to order at 6:10 p.m. by Chairman Larson, with Commissioners Hannon Schultheis, Stevens-Favorite, and Zern present. Agenda Item II - Approval of Agenda The agenda was approved with no changes. Agenda Item III – Public Participation There was no public participation. Agenda Item IV- Approval of Minutes Commissioner Zern moved that the minutes of the June 15th 2021 meeting be accepted as written, Commissioner Hannon seconded the motion and it passed unanimously. Agenda Item V – Review of Vouchers Bank Statements, and Financial Reports Mrs. Troiano discussed the June 30 year end reports. We added over $30,000 to our public housing reserves and $28,800 to our Section 8 reserves. Some of the increased net income was due to our receiving higher proration of subsidies. In fact the Section 8 subsidies were paid at a higher proration than any of us can remember. The amount we are paid is determined by taking the total needs of all public housing authorities and dividing it by the total appropriation. Mrs. Troiano reviewed specific line items and answered questions. Agenda Item VI- Executive Director’s Report In addition to the written report Mrs. Troiano expanded on the information provided about the PHADA lawsuit. Agenda Item VII- Other Business In other business, Mrs Troiano discussed multiple open records requests she had received from a local resident. The latest request involves sending three years’ worth of invoices from a vendor for six properties we own or manage. This involves research and copying 216 pages from multiple invoice folders. A short discussion followed whether a policy should be adopted for all requests going forward after all pending request have been completed. Commissioner Hannon moved the Montpelier Housing Authority shall adopt the Uniform Schedule of Public Records Charges pursuant to 1 V.S.A. 316 (d) and Acts 1996, No.159 Section 1.
