Montpelier Housing Authority Annual Meeting November 16, 2021 The meeting was called to order by Chairman Larson, with Commissioners Stevens-Favorite and Zern present Commissioners Hannon and Schultheis were absent. Agenda Item II - Approval of Agenda The agenda was approved with no changes. Agenda Item III – Public Participation There was no public participation. Agenda Item IV- Approval of Minutes Commissioner Stevens-Favorite moved that the minutes of the September 15, 2021 meeting be accepted as written, Commissioner Zern seconded the motion and it passed unanimously. Agenda Item V – Selection of Officers Election of officers was conducted. Commissioner Zern moved that the following slate of officers be elected as follows: Chairman- Ed Larson Vice Chairman- Katie Stevens-Favorite Secretary- Jo Ann Troiano There being no further candidates, the motion was approved by acclimation. Agenda Item VI- Review of Vouchers, Bank Statements and Financial Reports Mrs. Troiano discussed the September 30 financials and answered questions. Most line items are as expected. Mrs Troiano noted that since the HASS program terminated, Foot Clinics are not covered by program funds. However, our tenant services budget will cover those costs as well as periodic donations to the Meals Program. The replacement of non-expendable equipment was for the replacement of the telephone entry system. The old system would not accept ten digit phone numbers so as more and more tenants had cell phones they could not use the entry system. The tipping point was when we had to add 802. Agenda Item VII- Executive Directors Report In addition to the written report, Mrs. Troiano reviewed the Section 8 payment standards from the handout she provided. The Authority’s payment standards are established by applying an adjustment factor between 90-110% to the Fair Market Rents (FMRs). The problem over the past several years has been the methodology used to establish the FMR’s as she demonstrated from a review of the chart, they are inconsistent. It has been very difficult in the Burlington area. Housing agencies serving those areas have had to spend up to $70,000 to conduct surveys in support of higher FMRs.
