Montpelier Housing Authority Regular Meeting January 25, 2022 The meeting was called to order by Chairman Larson with Commissioners Hannon, Schultheis, and Stevens-Favorite participating by telephone. Commissioner Zern was absent. Agenda Item II - Approval of Agenda The agenda was approved with no changes. Agenda Item III – Public Participation There was no public participation. Agenda Item IV- Approval of Minutes Commissioner Stevens-Favorite moved that the minutes of the November 16, 2021 meeting be accepted as written, Commissioner Hannon seconded the motion and it passed unanimously. Agenda Item V – Review of Vouchers, Bank Statements and Financial Reports Mrs. Troiano discussed the November financial reports and answered questions. There were no unusual expenses for public housing although this will change as recent vacancies are readied for re-occupancy. Agenda Item VI- Executive Directors Report In addition to the written report, Mrs. Troiano discussed the status of the Section 8 Voucher Program. We continue to issue vouchers, and voucher holders are able to lease units. However four participants have died in the last five months so we are not increasing the number of vouchers in use. Mrs. Troiano informed the Board that the audit should be ready for our February meeting. We have received the draft and have passed it on to our fee accountant to review. Agenda Item VII- Discussion and Approval Section 8 Administrative Plan-Revision to Chapter 15 Special Housing Types Mrs. Troiano reviewed the letter from HUD detailing results of the CHAIR review. She also provided a brief summary of the review process. As a result of the review we are required to revise the Home Ownership Section of our Section 8 Administrative Plan. Mrs. Troiano then referred the Board to the revision and discussed it in detail. After a short discussion Commissioner Hannon moved that the Board adopt the revision to Chapter 15 of the Section 8 Administrative Plan, Special Housing Types. Commissioner Schultheis seconded the motion and it passed unanimously. (see attached resolution) There being no further business the meeting was adjourned at 6:40pm.
