Montpelier Transportation Infrastructure Committee Minutes December 6th 2016: 5:15- 6:15PM City Hall: City Council Chambers Members Present: Erin Aguayo, Jennifer Gordon, Jonathan Harries, Dan Jones, Anthony Mennona, Heather Voisin, Chris Loyer City Staff: Corey Line, Kevin Casey City Council Representative: Dona Bate AmeriCorps VISTA: Rebecca Harris 1. Jenn calls meeting to order. 2. Anthony makes motion to approve minutes. Dan Jones seconds. All in favor. 3. Erin makes motion to approve agenda Chris seconds motion. All in favor. 4. DPW Update (Corey Line) Northfield Update  Corey shows visual graphics for Northfield proposals. (See attached)  Plan moving forward matches Option 1 described in 11/1/16 minutes (5' wide uphill bike lane, 5' sidewalks in current locations)  Proposed plan also calls for adding curbing on west side of Northfield Street, near the Econolodge, which will allow for future installation of sidewalk here. Currently there is not sufficient space due to utility conflicts, which will take longer to resolve. Parking Ordinances Elm Street (between Pearl Street and recreation fields) o Road 12 paving project calls for bike lanes on both sides of Elm Street from Pearl Street continuing to the recreation fields. Currently there is a parking prohibition on the West side and parking is allowed on East. o In order to establish bike lanes on both sides, a parking ordinance on both sides of Elm Street is required. Motion: Heather makes motion that MTIC support East and West side parking ordinance to allow for bike lanes through this section of Elm Street. Erin seconds. All in favor. Bailey Street (east side of road, just north of State Street) o The Paving project also includes the addition of 5-6 new parallel parking spaces at the western end of State Streets (on the northern side), with the potential for removing an equivalent number of existing parking spaces that are located on Bailey Street (just north of the State St intersection.) o Removing parking via ordinance on Bailey Street would allow for creation of a bike lane through here, which is in the Montpelier in Motion Plan). Motion: Anthony makes a motion to change ordinance on Bailey Ave to prohibit parking on eastern side 5 or 6 spots. Erin seconds. All in favor. Terrace Street (bottom to Crestview) o Currently there is sufficient width to have bike lane on the steeper, uphill portion of Terrace. o Residents asked if we could extend bike lane further up Terrace Street (approximately from Redstone to next block at Crestview). Additional parking ordinance would be required to prohibit parking on the south side of Terrace through here, which is currently allowed. (Further discussion and action tabled) 5. Public Comment (Elm Street residents)  Significant traffic calming measures, including physical restraints, should be taken on these streets (Elm between Spring and Pearl) because currently it is unsettling to be a pedestrian. Postpone discussion/agenda for next meeting 1. Development of FY2018 work plans to inform budgeting for the Capital Improvement Plan: Identify how to best align our goals and priorities. 2. Review ATF monies and budget 3. Main/Barre St. Scoping Study 4. Complete Street Update (Kevin Casey) 5. Call for Work Groups 6. Economic Impact One Pager Meeting adjourned at 6:18PM
