Montpelier Transportation Infrastructure Committee April 4th 2017: Meeting Minutes Memorial Room: City Hall Members: Dan Costin, Jennifer Gordon, Jonathan Harries, Dan Jones, Anthony Menonna, Mark Provost, Heather Voisin, Dan Jones City Staff: Corey Line (DPW), Kevin Casey (Dep. Planning) City Council: Dona Bate AmeriCorps: Rebecca Harris 1. Approve agenda and March minutes · Heather makes motion to approve agenda and March minutes. Jonathan seconds. All in favor. 2. Public Comment: No public comment 3. Kevin Casey to summarize Committee member’s responses to ALTA · 13 different "typologies" proposed · Alta uses land use versus functional class, we recognize surrounding land use but also recognize how the road works. Kevin shared a table prepared by Mike Miller (Planning) with 13 categories to translate between ALTA's classification and the city's. · Members should give feedback. · Suggestion to add a general guideline for all typologies on how to handle roads with steeper grades may be beneficial 4. DPW – update from Corey Line · Parking ordinances passed by City Council to create bike lanes on Elm, Bailey, and Terrace. · Parking prohibition on Terrace Street to extend northerly to Jordan Street (both sides) establish 2 5 ft. bike lanes. Council approved unanimously. Parking was already prohibited on lower portions of Terrace. o Where should the bike lanes begin and end? o Terrace Bailey intersection possible addition of green paint. · Ordinances also passed to improve sight distance for Elm/Vine crossing. Review of design drawings for the bike lanes. o Two bike lanes from pearl street to Cummings Status and discussion on converting Elm/Spring street intersection to a four-way stop. Goal to have this conversion coincide with upcoming roadway reconstruction that will be underway this summer. · Crosswalk enhancements/ Rapid flashing beacons. Research and pricing for illuminated crosswalk signs. Next month Corey will bring more information/ grant program · Memorial Drive bike/Ped accommodations. MIM recommendations and next steps. 5. Langdon Street Alive · New model per Ward Joyce (refer to email) May be more suited to events/education committee 6. Funding for bike racks  · Spurred by interest to install bike rack at Montpelier Integrative Family Health, discussion was held regarding placement of bike racks around town and how that happens with respect to public v. private property · Should we develop a policy where we have grants up to x dollars to help people install bike racks? If this is applied anywhere, would it disincentive private companies from installing racks on their own? · General consensus that any such policy should pursue placement of public bike racks first and than approach private entities. · Heather takes initiative to spearhead project to find locations where the city lacks bike parking. 7. Work Group Report Updates (10 minutes each) Sustainable Montpelier: Dan Jones put forward Letter to City Council before 4/12 · Anthony makes motion to submit letter to city council. Dan Costin second motions. All in favor. · Team Bridges is presenting next Tuesday from 6-8 at the Library in the Hayes Room. Kevin encourages members to show up and demonstrate support. Policy: Anthony Traffic Calming Policy · What are we trying to accomplish? o Encourage residents to identify when they would like traffic calming in their neighborhood o Make it easy as possible by applying a standard. o Need public process. The process starts with a petition and needs route through staff? · Anthony will have a discussion with Tom from DPW. · How have previous traffic calming measures been funded? · Corey will find Tom’s presentation. · We will invite Gary to our next meeting and figure out how we might align with education and events (complete streets group) Data Collection and Analysis – Dan Costin · Find vendor to help with survey.
