Montpelier Transportation Infrastructure Committee Meeting Minutes May 2, 2017 6:00 pm – 7:45 pm Memorial Room, City Hall Members Present: Erin Aguayo, Jennifer Gordon, Jonathan Harries, Anthony Menonna, Per Tonn, Heather Voisin City Staff: Corey Line, Department of Public Works; and Kevin Casey, Department of Planning City Council: Dona Bate Agenda and April minutes Agenda and minutes approved Notes for future agendas: Anthony suggestion/request for more time to focus on one work group presentation per month. TBD for each mtg based on Jenn's monthly request for topics Notes for future minutes: Dona suggestion - specify responsibility for action items (identify people attached to tasks) and more detail for record-keeping purposes Public Comment (none) Planning Update: ALTA update on Complete Streets project (Kevin) -  12 typologies identified based on functional road class and then overlaid with character of the setting;  typologies meant to represent the ideal;  when typologies don't fit - use "treatments";  material provided for review (by city staff);  ALTA/Planning want MTIC to review 1st draft prior to public meeting next month - (next MTIC meeting not too late for this discussion);  ACTION: Kevin to have materials to MTIC by May 26 for review DPW: Wayfinding (Corey) - plan addresses signage for vehicles, pedestrians, bicycles - wants MTIC to see what signs look like and where they are going; placement and direction; "destination points"  still addressing state comments on plan, currently incomplete;  Note: signs can't point to commercial operations on vehicular signs; ped signs can list anything;  Future process: needs DRC review, MTIC review, city council, and state approval  ACTION: Corey will attend next MTIC with complete plan for review; Crosswalk enhancements (Corey) -  Corey has talked with vendors on rapid flashing beacons: two styles - rectangular flashing or flashing border; can be activated via push button or sensor;  anecdotally, sensors can be activated inadvertently;  possible locations discussed - VTrans suggestion to be mindful of overuse issues; 1 Montpelier Transportation Infrastructure Committee Meeting Minutes May 2, 2017 6:00 pm – 7:45 pm Memorial Room, City Hall  suitable for VTrans bike/ped grant program? - 50% match, could use ATF $; grant due July 14; public meeting required for grant (MTIC meeting counts); letter from governing body (city council); application in June; ACTION: Corey/DPW to prepare for next meeting;  Question on crosswalk enhancements: can they be moved if better suited elsewhere? - yes;  Erin suggested crosswalk at college street at blind spot;  much discussion about grant for enhancements or grant for Taylor Street - what's the bigger need?;  ACTION: Kevin to reach out to Jon K to assess which project is best for grant application;  MOTION: Anthony - use ATF to fund 4 rectangular push button rapid flashing crosswalk enhancements (regardless of grant outcome); Dona seconds; discussion regarding placement - make sure they are in non-controversial locations (avoiding flashing in residential windows): Bailey @ bike path, Elm/Vine, Barre/Main, Elm/Pearl; (specific placements still TBD) MOTION PASSES Work Group Reports: Bike rack proposal (Per) -  getting requests from local businesses about bike racks;  wondering if MTIC wants to earmark ATF to provide funds?; create a standardized process? Would council want to review?; What about private property?;  bike racks on sidewalks and public property go through DPW;  suggestion of creating policy to spur action;  ACTION: Heather to attempt drafting policy on process for installing and paying for new bike racks Traffic calming (Anthony) – 18-year-old proposal by Tom still applicable. ACTION: Anthony to send to JG for committee dissemination. Additional Notes: Per will be leaving MTIC in a few months due to upcoming move to Germany after summer Next meeting: Tuesday June 6th, 6pm Motion to adjourn - by unanimous consent 2
