MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, March 14, 2012 City Hall 6:30 PM Regular Meeting Including Closed Session Call to Order: Mayor Ted Shaw called the meeting of the Moose Lake City Council to Order. In addition to Mayor Ted Shaw, the following City Councilors were in attendance: Curt Yort, Kris Huso, Jim Michalski and Michael Peterson. Councilors Absent: None Also in attendance: City Administrator; Mark Vahlsing, Chief of Police; Bryce Bogenholm, Lois Johnson, Eddie Palkie, Joe Rhein, Bolton and Menk, Deb Mohelski, Wayne Olson CALL TO ORDER Pledge of Allegiance Motion made by Councilor Huso to accept agenda with changes, seconded by Councilor Peterson. Motion carried. CONSENT AGENDA Motion made by Councilor Peterson to accept the consent agenda, seconded by Councilor Huso. Motion carried. PUBLIC COMMENT No public comment was received. PREVIOUSLY DISCUSSED BUSINESS Optical Switching Building – Northeast Service Cooperative Middle Mile Fiber Project. No new information. Final review of proposed settlement agreement between the City and Minnesota Department of Corrections and Minnesota Department of Human Services –Minnesota Sex Offender Program Administrator Vahlsing stated that the Council was reviewing the final settlement agreement with the State Departments of Corrections and Human Services related to disputed sewer billing charges. If the Council had no questions the agreement could be adopted in final form. Councilor Yort thanked Mayor Shaw and Administrator Vahlsing for their many hours of work that helped the City reach a settlement in the billing dispute over sewer charges with the Minnesota Departments of Corrections and Human Services. Motion by Huso to approve settlement agreement for sewer billing with the Minnesota Departments of Corrections and Human Services. Second Peterson Motion Carried NEW BUSINESS Jeff Grussing – United Services Group/Great River Energy – Update on GIS mapping project with Power and Light Mr. Grussing was unable to attend. Item will be discussed at the April City Council meeting. Resolution 01-03-12 - Wayne Olson – Carlton County Engineer – Request to approve Project number: SAP-009-615-003 for improvements to CSAH Highway 15 within the City limits Carlton County Engineer Wayne Olson requested City approval for the improvement of CSAH 15 in the City of Moose Lake. The roadway was scheduled to milled and overlaid as part of the improvement project. Due to the project being a state aid highway a resolution was required from the City. Motion by Councilor Yort to approve Resolution 01-03-12. I Project number: SAP-009-615-003 improvements to CASH 15 Second by Councilor Peterson Motion Carried Guyal Nelson - Riverside Arena – Discuss Gun Show concept at arena – Resolution 02-03-12. Riverside Arena manager Nelson requested Council approval for a gun show to be held at Riverside Arena in June, 2012. City Administrator Vahlsing informed the Council that he had checked with the City Attorney to see if a gun show could legally be held at the arena since it was considered a park. The City Attorney forwarded a resolution that the Council could adopt that would allow gun shows and other events. Each event would still require Council approval. Motion by Councilor Yort to approve Resolution 02-03-12 with additions ghkcdiscussed by council. Second by Councilor Michalski Motion Carried Joe Rhein- Bolton and Menk - Utility mapping process- Scanning City maps into digital format City Engineer Joe Rhein of Bolton and Menk Engineering provided a PowerPoint summary of the utility mapping process that will be completed this year. He also provided on overview of other items including scanning city maps that he has begun to work on. Safe Routes to School program update. City Administrator Vahlsing gave an update on the status Safe Routes to School Work Program. In 2011 the City received funding through the program and from MN DOT to install speed monitoring signs and upgrade crosswalks. Administrator Vahlsing stated that he and City staff will be working with the City Engineer to assess which steps in the work plan can be implemented in 2012. Moratorium on Building in City Parks - Review Park Board Ordinance. Councilor Yort Councilor Yort requested that the Council review the Park Board Ordinance, and also that a moratorium on new construction in City Parks. He was concerned with a Camper Cabin being constructed in the City Park. He stated that the Council has previously turned down a request to construct a cabin last year and was still opposed to the concept. A moratorium would prevent any new buildings from being constructed in City parks while the Council has time to review and possibly amend the Park Board ordinance. Motion by Yort to put a moratorium on new building construction in City parks Second by Huso. Motion Carried REPORTS AND CORRESPONDENCE Police Department Report – Chief Bogenholm reviewed the March 2012 police report. Mayor Shaw asked if the Police Department could keep track of time that is put into calls at the Correctional and MSOP facilities. Councilor Yort asked if charges could be assessed to property owners who have more than two alarm calls annually. Adjourn Motion by Huso to adjourn the City Council meeting. Second by Michalski.
