MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, April 11, 2012 City Hall 6:30 PM Call to Order: Mayor Ted Shaw called the meeting of the Moose Lake City Council to Order. In addition to Mayor Ted Shaw, the following City Councilors were in attendance: Curt Yort, Jim Michalski, Kris Huso, and Michael Peterson. Also in attendance: City Administrator; Mark Vahlsing, Chief of Police; Bryce Bogenholm, Lois Johnson, Eddie Palkie, Barney Hollis, Guyal Nelson, Dean Weske, Steve Mork, Joe Rhein, Deb Mohelski, Elaine Hennager. CALL TO ORDER Pledge of Allegiance Motion made by Councilor Michalski to accept agenda with additions, seconded by Councilor Huso. Motion carried. CONSENT AGENDA Motion made by Councilor Huso to accept consent agenda, seconded by Councilor Peterson. Motion carried. PUBLIC COMMENT No public comment received PREVIOUSLY DISCUSSED BUSINESS Kenny’s Sporting Goods – Request to conduct gun show at Riverside Arena – June 9-10, 2012. Riverside Arena Manager Guyal Nelson updated on the City Council on the request by AC Expo Gun Shows to hold a show at the Riverside Arena June 9-10. AC has 30 years of experience with gun shows. They would provide on-site security, and carry liability insurance. AC has brought in a lot of business in other communities where their gun shows have been held. Chief Bogenholm had no concerns AC. Councilor Peterson made a motion made to accept gun show to be held on June 9-10 by, seconded by Councilor Huso. Motion carried. NEW BUSINESS Dean Weske – Moose Lake Grand Prix Snowmobile Water Cross Event – June 2-3, 2012 Mr. Weske requested to hold Grand Prix Snowmobile Water Cross Event and the City Park June 2-3. He also request that a beer garden be approved for this year’s event. Administrator Vahlsing stated a special event liquor license would need to be issued. He stated all the alcohol would need to be purchased through the City Municipal and the Municipal would be required to have trained servers on hand at the event. Dean Weske stated they would provide own security and in the past the park was officially closed for the event. Wristbands will be sold to monitor who is allowed in the park during the event. Those without wristbands are asked to leave. Main Mayor Shaw opened up for discussion. Concerns were raised about monitoring underage drinking and about getting input from the neighborhood residents. Motion made by Councilor Peterson to allow the beer garden in the City park for the Grand Prix Snowmobile Water Cross Event, June 2-3, 2012 , seconded by Councilor Michalski. Motion Carried 3-2 Ayres: Peterson, Michalski, Huso Nays: Yort, Shaw Joint Powers Agreement – Disaster/Emergency Response Minnesota Department of Corrections Motion by Councilor Yort, to approve the Joint Powers Agreement for disaster and emergency response with Minnesota Department of Corrections seconded by Councilor Huso. Motion carried. Guyal Nelson – Riverside Arena – Moose Lake Mafia Roller Derby Tournament – May 12, 2012. Riverside Arena Manager Guyal Nelson requested approval to sell alcohol on premises during the Moose Lake Mafia Roller Derby Tournament – May 12, 2012. Alcohol sales would be conducted by the City Municipal Liquor Store. Colored wristbands will be used to distinguish attendees at the event that are of legal age drinking. No alcohol will be allowed outside of the arena building. There will be volunteer security personnel at the event. The Fire Department will be selling food. EMTs will be on site. Chief Bogenholm stated that the Police Department would do a walk-through during the event. Motion made by Councilor Huso to approve the sale of alcohol at the Roller Derby Tournament May 12, 2012, seconded by Councilor Michalski. Motion Carried 4-1. Ayres: Yort, Peterson, Michalski, Huso Nays: Shaw Discuss Amending Ordinance 128A – Powers of Park Board Administrator Vahlsing stated that the City Attorney had reviewed Ordinance 128A and in her opinion, the ordinance did not need to be amended because it requires any buildings placed or constructed in City parks to be approved by the Council. Councilor Yort brought up for discussion that he recommends clarification of the current ordinance, not changing the approval process. The consensus by Council to accept Ordinance 128A as it is written. Discuss Amending Ordinance 152 – Add requirements to change water and electric meters by City of Moose Lake. Add penalties for noncompliance. Administrator Vahlsing stated that the City is in the process of upgrading all commercial and residential water meters. The new meters being installed are read remotely. There have been some residential and commercial property owners that have either refused to let City workers install the meters or have not responded. In order to address this problem, Administrator Vahlsing recommended that Ordinance 152 be amended to require the installation of meters. This requirement should also be applied to the installation of electric meters. If people do not allow City workers in, they may be disconnected. Mayor Shaw stated that the City Attorney will draft proposed revisions to Ordinance 152. Authorize sale of cast iron and PVC pipe from Wastewater Expansion Project. City Engineer Joe Rhein reviewed a memo with the Council that discussed 3 options for the sale of cast iron and PVC pipe from the Wastewater Pond expansion project that was cancelled. The first option is to contact the original vender to see if they would be interested in buying the pipe back from the City. The Second option would be for the City, and the City Engineer to attempt to find a buyer for the pipe and directly negotiate terms of a sale with that party. The third option would be the City could advertise the pipe materials on the open market and invite bids, similar to the process followed for a public improvement project. Administrator Vahlsing recommended the third option. Motion made to by Councilor Michalski to authorize the sale of cast iron and PVC pipe from the Wastewater Expansion Project. The City engineer will prepare the sale advertisement and specs. Seconded by Councilor Peterson. Motion carried. Update by Steve Mork, Administrator – Augustana Health Care Moose Lake. Mr. Mork gave an update of recent activities and potential future projects that the Nursing home may be undertaking. REPORTS AND CORRESPONDENCE Police Department Report – Chief Bogenholm Chief Bogenholm reviewed the April Police Department report. Update by City Engineer Joe Rhein – Bolton and Menk  Update on GIS mapping – Council/Planning Commission Overview of GIS – Special Meeting April 24, 2012 at 5:00 p.m.  Scanning of City maps. Currently in progress.  Implementation of Capital Improvement Planning Process. Met with City staff last week and had initial discussion talking about what they are and their purpose.  Beginning to review street and infrastructure conditions. Request for donation to 2012 Post Prom Committee Administrator Vahlsing reviewed a letter received from The Post Prom Committee requesting a donation for the 2012 event. Motion made by Councilor Yort to donate $300 to the Post Prom Committee, seconded by Councilor Peterson. Motion carried. Request for donation to 2012 Agate Days Administrator Vahlsing reviewed a letter received from the Agate Days Committee requesting a donation for the 2012 event. Motion made by Councilor Yort to donate $100 to the Agate Days Stampede. Seconded by Councilor Huso. Motion carried. Mercy Hospital 2011 Annual Report Mayor Shaw distributed the 2011 Mercy Hospital Annual report to the Council. . Minnesota DNR Community Forest Bonding Grant Approval - $10,867 Administrator Vahlsing announced that the City had received a $10,687 Minnesota DNR Community Forest Bonding Grant. The grant money would be used for urban forest related purposes. A plan for the use of the grant funds will need to be developed and submitted to the Council and the DNR for approval. Mayor Shaw thanked City Gardner Bonnie Mackin for completing the grant application. ADJOURN – Motion made by Councilor Michalski to adjourn the City Council meeting, seconded by Councilor Huso.
