MOOSE LAKE CITY COUNCIL
Wednesday, August 8, 2018, 4:00 pm; City Hall
PRESENT: Mayor Ted Shaw, Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Kris Huso,
Councilor Mike Peterson

1. July 11, 2018 City Council Regular Meeting Minutes
Motion to accept the July 11, 2018 Meeting Minutes by Councilor Juntunen, seconded by
Councilor Sarvela. Vote: Yes – Sarvela, Huso, Peterson, Juntunen. No – 0.
B. Financial Reports
1. City Accounts Payable – July 2018

3. Liquor Store - Profit & Loss Statement – June 2018
Motion to approve the financial reports by Councilor Sarvela, seconded by Councilor
Peterson. Vote: Yes – Huso, Juntunen, Peterson, Sarvela. No – 0.

Rick Adams expressed that Verizon would like to work with the City on finding a good location for a
cell tower.
Mr. Adams also explained that Verizon would like input on the proposed cell tower ordinance.
4. DEPARTMENTAL REPORTS
A. Police Chief
a. Department Report July 10 – August 5, 2018
Chief Bogenholm explained the last month was very busy with Agate Days and Art in the Park.
Chief Bogenholm explained that many different investigations are continuing
Chief Bogenholm added that National Night Out was greatly attended, with the Department of
Corrections and Sheriff’s Department also attending.
Chief Bogenholm informed the council that talks are continuing with the Fire District about getting an
interview room to better serve the community.
Chief Bogenholm said Officer Jungers will be training the teachers at the Moose Lake Area Schools
on August 27 for active shooters. Barnum School District will also be trained on this subject.
B. Public Works Superintendent Report
Superintendent Entner explained the water department distributed 4.4 million gallons of drinking
water. The sewer department collected 17.8 million gallons of waste water.
Superintendent Entner explained the sewer department discharged in 41 million gallons of treated
waste water in July.
The street department was busy lowering manholes in various locations around the City.
MN Rural Water and the MPCA asked to host an additional training in 2019.
C. Technology / Library Report
Administrator Peterson explained that the Muni cameras have been installed.
Administrator Peterson added the $1,000 start up fee for a new services CW will be doing for the City
has been waved.
Administrator Peterson informed the Council three different projects quoted by CW for technology
improvements at the campground.
D. City Engineer
Administrator Peterson explained the water tower was inspection and looks pretty good for its age.
Administrator Peterson explained SEH had the 21” and 24” line televised. SEH will start putting
together quotes to line this sewer line
Administrator Peterson said the water model project is still in the works.
Administrator Peterson added the road priority list will be starting in the coming month. SEH
explained that there are many different factors when assessing the condition of a road.
E. Chamber of Commerce Updates
Lois Johnson informed the Council that Brewfest is scheduled for September 8, 2018 at Doc’s in
Sturgeon Lake. The raffle will be held during the event.
Lois Johnson added the July Chamber Board Meeting is at the Squirrel Cage Thursday, August 9 at
noon.
5. PREVIOUSLY DISCUSSED BUSINESS
A. Gas Franchise Fee
Administrator Peterson explained he has a meeting set with MSOP and DOC for August 16 at 10:00
a.m. to discuss this fee.
B. Animal Control
Administrator Peterson explained the local Cities and County got together with the staff at Friends of
Animals. Friends of Animals is requesting about $270,000 from the County and Cities to fund the
shelter.
C. Joint Meeting with Moose Lake Town Board
No new potential meeting dates have been sent from the Township.
D. Striping Parking Spots
Administrator Peterson informed the Council the striping has been complete on 4th and Elm.
6. NEW BUSINESS
A. Watermain Extension Request – Knollwood Dr.
Administrator Peterson explained he sent letters to the residents impacted by the water extension.
Many of them responded to the letter. Most residents were for the water extension, with half of those
residents ok with incurring the assessment and the other half not ok with incurring the assessment.
Ray Pesavent asked the Council how many years the assessment would be over.
Administrator Peterson explained the City would probably issue the assessment over 10 years.
Motion to move forward with a feasibility study by Councilor Peterson, seconded by
Councilor Huso. Vote: Yes – Sarvela, Huso, Peterson, Juntunen. No – 0.
B. 2018 Flood
Administrator Peterson explained he submitted the City of Moose Lake’s flood damages for the 2018
flood. He has not heard whether or not this has been granted or not.
C. City Hall Credit Card Processing
Deputy Clerk Katie Bloom presented a credit card processing company that would charge the fee to
the customer instead of the City incurring the fee.
Motion to accept GovPayNet by Councilor Peterson, seconded by Huso. Vote: Yes – Sarvela,
Juntunen, Huso, Peterson.
D. City of Moose Lake Fee Schedule
Deputy Clerk Katie Bloom presented the new fee schedule, including increases to seasonal camp
sites, meter pulling, sewer and water hook ups, zoning fees, and building permits
Motion by to approve the 2018 Fee Schedule by Councilor Huso, seconded by Councilor
Juntunen. Vote: Yes – Juntunen, Sarvela, Huso, Peterson. No – 0.
E. Resolution 18.08.01 Approving Final Payment for 3rd Street and Kenwood Avenue
Motion to approve Resolution 18.08.01 by Councilor Peterson, seconded by Councilor Huso.
Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.
F. Resolution 18.08.02 Appointing Election Judges
Motion to approve Resolution 18.08.02 by Councilor Huso, second by Councilor Sarvela.
Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.
G. Resolution 18.08.03 Decertifying TIF No. 1-3
Motion to approve Resolution 18.08.03 by Councilor Huso, seconded by Councilor Peterson.
Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.
H. Reimbursing Excess TIF Funds
a. TIF 1-3 - $21,780
b. TIF 1-1 - $16,597
Motion to reimburse Carlton County for TIF 1-3 and TIF 1-1 by Councilor Juntunen,
seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0.
I. Set Special Meeting for Budget Review
The Budget Review meeting was set for September 5, at 4:00 in the Conference Room at City Hall.
J. Library Staffing Discussion and Library Board Recommendation
Administrator Peterson explained that the library board recommended the Library Director position
be a part-time position, in order to fund the part-time DMV License Clerk position.
Eleanor Eskuri explained this decision was an extremely difficult and many factors were included
when making the decision.
Councilor Juntunen asked to have a month to think about the decision and come back next month to
discuss.
K. DMV Hiring
The Personnel Committee recommended hiring Jennifer Johnson with an alternate if Jennifer turns
down the position.
Motion to offer Jennifer Johnson the part-time DMV License Clerk position and the alternate
if Jennifer Johnson does not accept by Councilor Peterson, seconded by Councilor Huso.
Vote: Yes – Sarvela, Huso, Juntunen, Peterson. No – 0.
L. Employee Discussion
Motion to Close the Regular City Council meeting by Councilor Huso, seconded by
Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0.
Motion to open the Regular City Council meeting by Councilor Juntunen, seconded by
Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0.
Motion to terminate employment of Kelly Maki effective immediately by Councilor Huso,
seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0.
The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd.
2(b). The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave.
Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and
time and during such open session summarize its conclusion and make any motions.
