REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, September 12, 2018, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Kris Huso, Councilor Mike Peterson OTHERS PRESENT: Administrator Tim Peterson, Deputy Clerk Katie Bloom, Superintendent Phil Entner, Police Chief Bryce Bogenholm, Lois Johnson 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda by Councilor Peterson, second by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 2. CONSENT AGENDA A. Minutes 1. August 8, 2018 City Council Regular Meeting Minutes 2. September 5, 2018 Special City Council Meeting Minutes  Motion to approve the minutes by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. B. Financial Reports 1. City Accounts Payable – September 2018 2. City Financial Statements – August 2018 3. Liquor Store - Profit & Loss Statement – August 2018  Motion to approve the financial reports by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. PUBLIC HEARING REGARDING CIGARETTE AND 3.2 MALT LIQUOR LICENSING FEES 1. Open Public Hearing  Motion to open the public hearing by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 2. Take Public Comment  Administrator Peterson explained he received no correspondence from anyone who currently has a tobacco license or 3.2 liquor license. The increase of this fee from $50.00 to $150.00 puts us more in line to where other communities are. 3. Close Public Hearing  Motion to close the public hearing by Councilor by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.  Motion to raise the Tobacco Fee and 3.2 Malt Liquor Fee to $150, annually by Councilor Peterson, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. ANNUAL BUDGET PRESENTATION – FISCAL YEAR 2019 1. Presentation  Administrator Peterson presented the proposed 2019 budget. 2. Set Initial Levy  Motion to set the 2019 levy at $618,459 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 3. Set Truth in Taxation Public Hearing (must be 6:00 pm or later)  Motion to set the Truth in Taxation Public Hearing for December 12, 2018 at 6:00 pm by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report August 6 – September 10, 2018  Chief Bogenholm informed the Council that Officer Jungers administered an ALICE training to the Moose Lake Schools. Almost 50 staff participated.  Chief Bogenholm explained that we have many active drug investigations. The BCA informed Chief Bogenholm of a grant that allows the overtime to be reimbursed.  Chief Bogenholm asked the Council if he could purchase a few shirts and sell them at the Police Department to help fund new equipment and needs. B. Public Works Superintendent Report  Superintendent Entner explained the water department pumped 4.7 million gallons of drinking water. Flow testing was performed with the engineers and highlighted some issues that will be dealt with. Hydrant flushing will start the first week of October, so watch for water discoloration.  Superintendent Entner said the sewer department collected 13.4 million gallons of waste water. The September discharge was started. 2500 lineal feet of sewer cleaning also took place this month.  Superintendent Entner explained that he will be representing Moose Lake at the MNWARN meeting in St. Cloud on September 25, 2018. C. Technology / Library Report  Administrator Peterson informed the Council that the cameras down at the campground are continued to be worked on.  Social media and website views are up.  Staff must now contact CW Technologies on their own if they have technology issues. D. City Engineer  Administrator Peterson explained that the engineers are starting on the feasibility study for the water extension project on Knollwood. The project will be spread out over 7 properties instead of 8.  Administrator Peterson informed the Council that the engineers are working on a trail that would connect the downtown area to the new school to provide a safe route to school. We are hoping to get multiple grants from multiple agencies to provide funding for this project. E. Chamber of Commerce Updates.  Lois explained Brew Fest was held at Doc’s in Sturgeon Lake. The Chamber Raffle drawing was held at that event.  Octoberfest will be held at Riverside Arena on September 29, 2018.  The 100th Anniversary of the Fires of 1918 will be on October 13 and 14 with bus tours.  October 31 Trunk or Treat will be held at the city park.  Santa Visit will be December 8 at the park. 5. PREVIOUSLY DISCUSSED BUSINESS A. Gas Franchise Fee  Administrator Peterson explained he met with MSOP and DOC, Mercy Hospital, and the Moose Lake Area Schools to inform them about the potential gas franchise fee. B. Animal Control  Administrator Peterson presented a contract with the City of Cloquet to deal with dangerous animals.  Motion to adopt the City of Cloquet’s contract for dangerous dogs by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. C. Library Staffing Discussion and Library Board Recommendation  Administrator Peterson explained that this was tabled at August’s meeting.  Administrator Peterson informed the Council that should the City Council decide to have Part-Time Library Director, we give plenty of notice.  Motion to start a Part-Time Library Director no later than May 1, 2018 by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. D. Watermain Extension – Knollwood Dr.  Administrator Peterson said that this was previously discussed with the engineer report. E. 2018 Flood  Administrator Peterson explained the President declared a disaster for the 2018 flood. F. Recycling Shed Attendants a. Cynthia Woltjer b. Anna Thompson  Motion to hire Cynthia Woltjer and Anna Thompson for the Recylcing Shed Attendant by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 6. NEW BUSINESS A. Resolution 18.09.01 Joint Powers Agreement Regarding Anti-Heroin Task Force Program  Motion to pass resolution 18.09.01 by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0. B. Moose Lake Brewing Co. – Application for 1 Day Off-Premises  Administrator Peterson explained Moose Lake Brewing Co. would like to participate in Octoberfest at Riverside Arena.  Motion to approve Moose Lake Brewing Co.’s 1 Day Off-Premises Liquor License by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. C. Quotes to Finish Back of Public Works Shop  Administrator Peterson explained that finishing the back half of the Public Works Shop was budgeted for this year.  Motion to accept the bid of Willow River Lumber by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. D. Quotes to Fix Public Works Roof Leak  Motion to accept the quote of Lund Construction for $2,200.00 by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. E. Hire Liz Rosch for City Hall / Liquor Store Cleaning  Administrator Peterson requested to hire Liz Rosch to clean the Liquor Store and City Hall  Motion to hire Liz Rosch January 1, 2019 by Councilor Peterson, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. F. Sanitary Sewer Lining Memorandum  Administrator Peterson presented the memorandum from SEH for the main sewer line. G. Street CIP Project Estimate  Administrator Peterson presented the estimate for a prioritization list from SEH.  Motion to accept the estimate from SEH by Councilor Huso, seconded by Councilor Peterson.
