CONSENT AGENDA A. Minutes 1. September 12, 2018 City Council Regular Meeting Minutes  Motion to approve the minutes by Councilor Peterson, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. B. Financial Reports 1. City Accounts Payable – October 2018 2. City Financial Statements – September 2018 3. Liquor Store - Profit & Loss Statement – September 2018  Motion to approve the financial reports by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report September 11 – October 7, 2018  Sergeant McNulty explained that Cathy Halverson attended a training put on by the BCA.  Sergeant McNulty said that all of the police officers were donated a bullet proof vest. The ceremony will be Thursday, October 11 in the Council Chambers.  Sergeant McNulty mentioned that Ford will not honor our order of a 2019 squad, however the City of Randall is disbanding their police department and is auctioning their 2016 squad, which has very low miles by sealed bid. A dealership in Chicago, Illinois also has a 2018 squad that is brand new. B. Public Works Superintendent Report  Superintendent Entner explained that the hydrant flushing is complete for the winter.  Superintendent Entner explained the water department pumped 4.3 million gallons of drinking water.  Superintendent Entner explained the sewer department collected 12.3 million gallons of wastewater. The September discharge was recently completed for a total of 33 million gallons of wastewater. The lift station cleaning is scheduled for October.   Superintendent Entner informed the Council that MNWARN is interested in housing an emergency response trailer in Moose Lake. C. Technology / Library Report  Administrator Peterson highlighted the summer reading stats. The participation was more than double for the 2018 summer months. D. City Engineer  Administrator Peterson explained that the water model project is still being worked on. The streets capital improvement project will be starting in October. The Knollwood water extension project will hopefully be wrapped up in the next couple of weeks. E. Chamber of Commerce Updates.  Lois Johnson explained events will be held October 13 & 14 for the 100th anniversary of the fire of 1918. 5. PREVIOUSLY DISCUSSED BUSINESS A. Gas Franchise Fee  No new updates. B. 2018 Flood  Administrator Peterson explained that the President declared the 2018 Flood as a state of emergency. FEMA will reimburse 75% of expenses and Homeland Security will reimburse 25%. C. Water Budget a. Set Rates  Motion to approve the 2019 revenue of $261,700 and 2019 expenditures of $258,713, with a rate increase of 3% by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. D. Sewer Budget  Motion to approve the 2019 revenue of $581,650, operating expenditures of $276,307, and debt service payments of $334,000, with a rate increase of 2% by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. E. Set Rates MV Budget  Motion to approve the 2019 revenue of $1,946,900 and expenditures of $1,956,850.79 by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. F. Liquor Store Budget  Motion to approve the 2019 revenue of $1,365,300 and expenditures of $1,285,634.06 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. G. Trail Grant (DOT and Safe Routes to School)  Administrator Peterson explained that we submitted a grant for this project with the State. The State contacted Administrator Peterson to see how little money we would accept and still do the project. 6. NEW BUSINESS A. Bill Carlson Letter  Mayor Shaw asked the Council if they wanted to take action on any of the items in the letter.  Administrator Peterson suggested to not take action.  Mayor Shaw asked the Council to table this and discuss it at the November City Council Meeting. B. Drywall Estimates for Shop  Motion to accept the low bid of $4,900 to Ideal Drywall by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. C. Class 5 Estimates  Motion to accept the low bid of $17.80 per yard to Gobel Excavating by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.  D. Snowblower Estimate  Motion to accept the bid for the snowblower of $7,510.00 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. E. Detective Job Description  Administrator Peterson explained the job description for Detective. F. Hire Additional PT Officers  Administrator Peterson explained the police department needs additional part-time officers on their roster.  Concensus given to move forward with posting a job for additional PT officers. G. Used Squad Car Bid vs 2018 New Purchase  Administrator Peterson explained that he would like to put a sealed bid in to the City of Randall for a 2016 Ford Inceptor.  Motion to submit a sealed bid for the 2016 squad of $14,000 by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.  Motion to accept the bid of $47,728.00 for a 2018 Ford Inceptor if we do not win the 2016 squad or if the dealership calls us saying they need us to order immediately by Councilor Peterson, seconded by Councilor Huso.  Motion to purchase both the 2016 squad as well as the 2018 squad by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. H. Hinkley Visitor Guide  Motion to approve the ad by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. I. Delta Dental Letter  Administrator Peterson explained the City’ Delta Dental Insurance stayed the same for 2019. J. Carlton County Economic Futures Workshop  Administrator Peterson explained that he will be attending a workshop put on by Carlton County regarding economic growth for the County as a whole. K. Moose Lake Pullover  Administrator Peterson presented pullovers that the council is welcome to order. L.
