No – 0. 2. CONSENT AGENDA A. Minutes 1. October 10, 2018 City Council Regular Meeting Minutes  Motion to approve the minutes by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. B. Financial Reports 1. City Accounts Payable – November 2018 2. City Financial Statements – October 2018 3. Liquor Store - Profit & Loss Statement – October 2018  Motion to approve the financial reports by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 1. Roger Tillman explained to the Council that a resident in Hillside Terrace is starting his semi-truck at early hours of the morning.  Administrator Peterson explained that the City has communicated with the resident and currently he is not in violation of any City ordinance.  Chief Bogenholm explained that he has received no other complaints regarding this issue.  Administrator Peterson suggested that he look into what surrounding communities do for this issue and bring it back to the council in December. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report October 8 – November 11, 2018  Chief Bogenholm mentioned the new squad has arrived and will be fully equipped in the next couple of weeks.  Chief Bogenholm said that mandatory training was held last month. Each officer also qualified their firearems.  Chief Bogenholm presented “Shop with a Cop” to the Council and has already received donations for the event.  Motion to participate with “Shop with a Cop” and donate $250.00 from the contribution fund by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.  B. Public Works Superintendent Report  Superintendent Entner explained the water department pumped 4.3 million gallons of drinking water.  Superintendent Entner explained the sewer department pumped 17 million gallons of waste water. The November discharge is currently going on.  Superintendent Entner and Scott Dahlen attended a training in Kettle River put on by Minnesota Rural Water.  Superintendent Entner explained the street department started plowing and the CIP project will start in the next week.  Superintendent Entner informed the Council that the Kenwood North lift station quit working and ended up backing up into a resident’s basement. The issue was fixed and handled by the Moose Lake Windemere Sanitary Sewer District. a. Sanitary Survey Report  Superintendent Entner explained that we received our Annual Sanitary Survey and everything went very well. The report noted a couple of issues that will be easily fixed come spring. C. Technology / Library Report  No updates. D. City Engineer  Administrator Peterson explained the street CIP project will be started next week and will be emailed out to the City Councilors  Administrator Peterson explained that when doing the water study, the engineers found a valve that is potentially shut off.  Administrator Peterson asked the City Council if they were interested in boring the water main in Knollwood, which would make the project and assessments considerably less expensive. This issue will be discussed more at length at the next City Council meeting. E. Chamber of Commerce Updates.  Tia Grutksoki explained the Chamber is currently going through bylaws to make the board terms more clear.  Tia Grutkoski mentioned the annual dinner will be held in January at the depot.  Tia Grutkoski explained that a “Welcome Packet” will be created and handed out in April at the Business Expo.  Tia Grutkoski mentioned that the Olympic curling club will be in town December 13. They will be doing presentations at Willow River School and Moose Lake Schools. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood B. Trail Grant (DOT and Safe Routes to School)  Administrator Peterson explained that a letter of intent was submitted to Safe Routes to School after securing $610,000 from the Minnesota Department of Transportation for a trail going from the bridge to the new school. C. Used Squad Bid  Chief Bogenholm explained the City of Moose Lake did not receive the bid for the squad. 6. NEW BUSINESS A. Truth In Taxation Public Hearing – December 12 at 6:00 pm  Administrator Peterson reminded the Council about the Truth In Taxation Public Hearing, which is scheduled for December 12, 2018 at 6:00 pm. B. Resolution 18-11-02 Canvassing Municipal Election Returns and Declaring Results  Motion to approve resolution 18-11-02 by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0.  C. Ordinance 104C Zoning of Wireless Communications Towers and Facilities – First Reading  Administrator Peterson presented Ordinance 104C. This is the first reading. If approved, it will be on the December 12 agenda.  Rick Adams recommended that the City does not approve this ordinance. He also explained that Verizon is no longer interested in placing a tower in the City of Moose Lake.  Councilor Juntunen recommended that Ordinance 104C be brought back to the Planning Commission.  Motion to table the first reading and send it back to the Planning Commission for further review by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. D. Amendment to Ordinance 147 Right of Way Ordinance – First Reading  Motion to table Ordinance 147 by Councilor Huso, seconded by Councilor Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. E. Air Fiber Request to Locate on Water Tower  Administrator Peterson explained that he received a request to place an antenna on the water tower.  Concensus to decline the request. F. USA Curling Team  Administrator Peterson asked the Council that the City put $750.00 towards sponsoring the USA Curling Team.  Motion to approve the donation of $750.00 from the gambling fund to sponsor the USA Curing Team by Councilor Huso, seconded by Peterson. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. G. 2019 Liquor Licenses  Administrator Peterson presented the 2019 Liquor License renewals.  Motion to approve the 2019 Liquor licenses by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. H. 2018/19 Tobacco Licenses  Motion to approve the 2018 tobacco license and the 2019 tobacco license by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. I. December 24th and 31st Holiday Schedule  Consensus given to allow the City Administrator to use his discretion. J. Ordinance 164 Establishing Franchise Fee – First Reading  Administrator Peterson explained that he met with the large users of the gas franchise and they are all in support of it. K. ARDC Representative Request  Administrator Peterson explained that a representative seat is open for a Carlton County community under 10,000 residents. L. Closed meeting pursuant to Minn. Stat. § 13D.05, subd. 3 (c) to develop or consider offers or counteroffers for the purchase of real property located in Carlton County, Minnesota, legally described as follows: That part of the Northwest Quarter of Northwest Quarter of Section 21, Township 46, Range 19, lying East of the road known as the North Road in the Village of Moose Lake, Westerly of the East 660 feet of said Northwest Quarter of Northwest Quarter, and Southerly of the Minneapolis, St. Paul and Sault Ste. Marie Railroad (commonly known as the Soo Line).  Motion to close the regular City Council meeting by Councilor Juntunen, seconded by Councilor Peterson.
