DEPARTMENTAL REPORTS A. Police Chief a. Department Report November 12 – December 9, 2018  Chief Bogenholm explained the police department raised over two thousand dollars for a “Shop with a Cop” event that is being held December 17, 2018.  Chief Bogenholm reported the new squad is back from the installers and is ready for lettering. It should be on the road shortly.  Chief Bogenholm also reported that tobacco compliance checks were completed and one business failed. The clerk was cited under a Minnesota State Statute and the business will receive an administrative fee. B. Public Works Superintendent Report  Superintendent Entner explained the water department distributed three million gallons of drinking water. The main water meter was also removed for maintenance and recalibration.  Superintendent Entner reported the sewer department collected 13.8 million gallons of waste water. The November discharge was also completed.  Superintendent Entner also reported the street department has completed some snow removal and has been working on the back of the shop.  Superintendent Entner informed the public about the frozen water and sewer line policy and asked that they refer to that if they have questions.  C. Technology / Library Report No updates D. City Engineer  Administrator Peterson explained the road prioritization list was started. The engineers will start to add in what is known about the water and sewer conditions and begin to start a list very shortly.  Administrator Peterson also reported that the engineers are continuing to work on completing the feasibility study for Knollwood Drive.  Administrator Peterson explained that he is working with the engineers on completing a Safe Routes to School Grant application.  Administrator Peterson reported that the water model revealed that some of the valves were broken and we have decided to not investigate those further. E. Chamber of Commerce Updates.  Lois Johnson explained that the annual dinner is scheduled for January 12 at 6:00 p.m. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explained that our insurance company is covering the cleaning of our lift stations so FEMA will not be reimbursing us for that.  Administrator Peterson also explained that FEMA requested some work be done by our engineers and that is all completed so we will move forward with getting these projects completed. 6. NEW BUSINESS A. Mark Skelton Resignation Letter  Administrator Peterson explained Mark Skelton is planning on retiring December 31, 2018.  Motion to accept Mark Skelton’s resignation by Councilor Peterson, seconded by Councilor Juntunen. Steve Devine-Jelinski Resignation Letter  Administrator Peterson explained that Steve Devine-Jelinski has accepted a new position and is resigning from his position with the City of Moose Lake.  Motion to accept Steve Devine-Jelinski’s resignation by Councilor Peterson, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Peterson. No – 0. C. Liability Coverage Waiver Form  Motion to approve the liability coverage waiver form by Councilor Juntunen, seconded by Counilor Sarvela. Application to Conduct Bingo – Kiwanis of Moose Lake  Motion to approve the January 26 Kiwanis Bingo by Councilor Peterson, seconded by Councilor Juntunen. Vote: Sarvela, Juntunen, Peterson, Huso. H. Public Works Shop Electrical Quotes  Motion to accept bid of $5,450 by Nylund Electric for the electrical work at the Public Works garage by Councilor Juntunen, seconded by Councilor Sarvela. I. 2019 Minit Mart, LLC Tobacco License  Motion to approve the Tobacco License for Minit Mart LLC by Councilor Peterson, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0. J. Commercial Vehicle Regulations in Surrounding Communities  Administrator Peterson explained very few communities have regulations for commercial vehicles in residential zones. K. School Property Small Area Plan  Administrator Peterson explained that the Small Area Plan Presentation was on December 6 at the school. The information was put together based on the needs and desires of the public. The next step will be creating zoning ordinances with ARDC. L. Detective Position MOU  Administrator Peterson presented the MOU that was sent to the Union for approval.  Motion to approve the Detective MOU by Councilor Juntunen, seconded by Councilor Sarvela. M. 2019 Annual Appointment Openings  Administrator Peterson explained that he is interested in posting the expired terms in the newspaper and on our Facebook page. N. Historical Society Financial Statement  Councilor Juntunen inquired if the City has ever received financial statements. He also asked if the City has ever seen proof of liability insurance. O. Ordinance 164 Establishing Franchise Fee – Second Reading  Administrator Peterson explained the purpose of the gas franchise fee. The fee will be a flat fee, with an additional charge per therm. These rates can be adjusted from year to year. a. Open Public Hearing  Motion to open the public hearing by Councilor Sarvela, seconded by Councilor Peterson. Take Public Comment  Administrator Peterson has not had public comment other than the Department of Corrections, MSOP, Moose Lake Schools, and Mercy Hospital.  Chief Bogenholm asked if there is an ability to only apply the franchise fee on the 70% of non-taxable entities in the City of Moose Lake.  Administrator Peterson explained that we are not allowed to know the individual owner of each gas meter. c. P. 2019 Truth in Taxation Public Hearing – 6:00 P.M. a. Budget Presentation  Administrator Peterson presented the budget to the public. b. Take Public Comment  Michael Froemke asked what the average wage increase is. Administrator Peterson stated the average wage increase to be 3%.  Michael Froemke also asked if we were adding an additional staff for the detective position. Administrator Peterson explained that we will be opening the position up to current staff. The title will come with a pay increase of $1.00 per hour. d. Motion for General Fund Revenue and Expense Budget  Motion to approve the general fund revenue of $2,031,542 and general fund expenses of $1,846,342.00 by Councilor Peterson, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Peterson, Huso. No – 0. Q. Pick Up Broom  Administrator Peterson explained that the Public Works department has extra money in the capital fund. They are interested in purchasing a Pick Up Broom with the extra funds.  Motion to approve the Capitellar bid of $5,660.00 by Councilor Peterson, seconded by Councilor Sarvela.
